Biography
Belinsky Vladimir Efimovich was born on July 18, 1861 in Warsaw .
He studied at a classical gymnasium. In 1882 he graduated from the Law Faculty of the University of Warsaw .
He served as the Corrective Secretary of the Second Department of the Governing Senate .
Since 1898 it was published under its own name and under the pseudonyms Alkonost, Alkion, Altsion, V. B., Saladin, Lawyer in the Judicial Newspaper, the Journal of the St. Petersburg Law Society, the Journal of the Ministry of Justice, and the Bulletin of Civil Law , Yuridicheskaya Gazeta, Novoye Vremya, St. Petersburg Vedomosti , Nature and People, and other publications.
He participated in a polemic about the new national flag of the Russian Empire: he disputed the “heraldry” of the Peter's white-red-blue banner, proving the correctness of white-yellow-black colors. He wrote and in 1911 published the monograph “The Russian National Flag and Its Reform”, in which he highlighted the question of the Russian national state flag, its genesis in the history of Russia. In the introductory article he described the general rules of heraldry. He was the author of the Russian Heraldic Dictionary, which was published in St. Petersburg in 1912-1913.
Critical articles about defects in the judicial system brought prosecution against V. Ye. Belinsky by the Ministry of Justice , which forced Belinsky to leave the service "on the length of the boarding school."
After 1917 he served in the Petrograd Provincial Commissariat . The further fate is unknown.
