Biography
Born on May 12, 1974 in Donetsk. In 1996, he graduated from Donetsk State Technical University with a degree in engineering economics, “Economics and Management in Mechanical Engineering”. After graduating from the university, he became involved in non-ferrous metallurgy and mechanical engineering business. The owner of the concern for the processing of non-ferrous metals "Ukrsplav". Being engaged in politics, he retired from business, entrusting it to his business partner Spartak Kokotyuha. In his own words, he was a member of the “political group” of the deputy from the Party of Regions, Yuri Nikolayevich Voropayev , known as “ Akhmetov 's lawyer.” [2]

On October 26, 2014, he was elected as a people's deputy of Ukraine of the eighth convocation with the help of falsifications of the Dnepr battalion (closing of two polling stations with armed soldiers of the Dnepr battalion for an hour and throwing up bundles of ballots) in constituency No. 50 in Donetsk region , Krasnoarmeysk, receiving 27 674 votes (39.54%) [4] . This is despite the fact that in the city of Krasnoarmeysk ( Pokrovsk ) nobody knows him.
Member of the deputy group "Revival Party ". Member of the Committee of the Verkhovna Rada of Ukraine on the budget.
Member of the Party of Regions in 2001–2014. He headed the control department in the party. According to the Ukrainian newspaper "Economic truth" was considered the "controller of the party fund" of the Party of Regions. In December 2011, he became one of the co - founders of the non - governmental organization European Center for Modern Ukraine ( eng. European Center for a Modern Ukraine ), registered in Brussels . On November 1, 2018, Russian sanctions were imposed against 322 citizens of Ukraine, including Yevgeny Geller [6] .
Parliamentary activities
On June 5, 2012, he voted for the Law of Ukraine “On the Basics of the State Language Policy” , which guarantees the use of “regional languages” in Ukraine and allowed a number of regions to give official status to the Russian language . [7]
On January 16, 2014, he voted for the so-called “ Laws of January 16 ”, or “Laws on Dictatorship ” [8]
Criminal case
On November 1, 2004, the Investigation Department of the Security Service of Ukraine opened criminal case No. 236 into smuggling aluminum products by Ukrsplav CJSC under the guise of "TC-150 current collectors for mine electric locomotives." Despite this, the State Tax Administration of Ukraine reimbursed the VAT paid by Ukrsplav CJSC for the export of "current collectors" at the expense of the budget. A criminal case was also initiated against the Deputy Prosecutor General of Ukraine Viktor Pshonka on the fact of abuse of office in the interests of Ukrsplav. [9]
