Biography
Vladimir Dmitrievich Filosofov was born on September 12 ( 24 ), 1820 in St. Petersburg . The representative of the noble family of the Philosophers .
He spent his childhood in the village of Bogdanovskoye, Novorzhevsk district of the Pskov province in the estate of his father. In 1831 he came to St. Petersburg, where he completed an additional course of study, during which Vladimir Filosofov studied Latin , mathematics, literature, history and geography. [1] . In 1835 he entered the Imperial School of Law , which he graduated on June 5, 1841. He was awarded the rank of 9th grade, from June 9, 1841 it was renamed into titular advisers [2] .
Government Senate Service
On June 16, 1841, he was appointed junior assistant secretary to the Office of the Second Department of the Governing Senate. [2]
From November 23, 1842 to April 27, 1846 he was seconded to Senator Tolstoy, who audited Eastern Siberia .
July 26, 1844 granted to college assessors [2] .
In 1844-1850 he served in the Department of the Ministry of Justice as an editor, as the head of the department. On November 2, 1847, he was promoted to court counselor, and on December 3, 1848, to college advisers.
From 1850 to 1954 he served in the Governing Senate as chief prosecutor of various Departments.
In 1854-1851 and 1854-1856 he was in the position of herald master . He was the master of ceremonies during the burial of Emperor Nicholas I , he served as herald during the coronation of Emperor Alexander II .
On August 26, 1856, Vladimir Dmitrievich Filosofov was promoted to actual state councilor [2] .
Participation in the reform of military proceedings
In September 1856 he was appointed Auditor General of the War Ministry. His special merit is the practical organization of military prosecutorial supervision in the Russian Empire. When building new bodies of military justice, he laid down the principles of the unity of their status and independence, separation of the court from the command, prosecution bodies from the administration and the court, took care of the independence of the military prosecutor from the military authorities. In the 60-70 years of the XIX century, Vladimir Dmitrievich Filosofov was a member of many Committees for the reform of military proceedings [2] [3] :
- - a member of the Committee for the transformation of military cantonist institutions into military schools for the education of children of lower military ranks,
- - a member of His Majesty the Committee for the review of the draft new military Charter "On Punishment",
- - a member of the Committee for the revision of the draft regulations on the Audit School,
- - a member of the special commission on the creation of a new Military and Maritime legal proceedings and judicial system,
- - a member of the Committee for consideration of the project for the conversion of arresting companies and the establishment of prisons of the military department,
- - a member of the United Presence of the Naval and Naval Auditor Generals to consider the main provisions of the transformation of the military judicial unit,
- - clerk of the Committee for the review of the draft Military Judicial Charter drawn up in the United Assembly of the Military and Naval Auditors General,
- - Member of the Commission for the revision of the Regulation on disciplinary sanctions,
- - Member of the Committee on Personal Military Duty.
- - a member of a special commission to discuss circumstances that may affect military criminal law when the new charter on personal military service is enacted
- - Member of the prison reform commission.
- - a member of His Majesty the Committee for the review of the draft new military Charter "On Punishment",
April 4, 1865 Vladimir Dmitriyevich Filosofov was promoted to Privy Councilor for the difference in service [2] . September 15, 1866 was approved by the Honorary Justice of the Peace in the Pskov and Novorzhevsky districts of the Pskov province [2] .
March 30, 1867 became the head of the Main Judiciary Department of the Ministry of War while retaining the title of Auditor General [2] . On June 6, 1867 he was appointed Secretary of State of His Imperial Majesty, with the resignation of the Auditor General. September 1, 1867 he was appointed Chief Military Prosecutor [4] , with the resignation of the head of the Main Military Judicial Administration and the rank of Secretary of State [2] .
In December 1868 he was sent to Kharkov and Odessa , and in September 1871 to Kazan to open the local military district courts. In 1872, he inspected the Military District Courts in the Vilnius, Kiev, Odessa, Kharkov and Moscow Provinces, and in June 1873 he examined the Kazan and the Caucasus Military District Courts. In May 1874, he personally opened the Military District Court in Warsaw , and in October 1878 the Military District Court in Orenburg.
On June 10, 1869, according to the most comprehensive report, he was appointed Minister of War of the intercession of the governor of his Imperial Majesty in the Kingdom of Poland [2] .
November 15, 1878 was approved by the Honorary Magistrate of the Novorzhevsk Judicial and World Circuit.
Since 1881, a member of the Council of State ; on December 5, 1881, he was promoted to the rank of Actual Privy Councilor [2] .
Vladimir Dmitrievich Filosofov died on November 24 ( December 6 ), 1894 in St. Petersburg. He was buried in the family crypt in the Bezhanitsy of the Pskov province [5] [6] .
