Xeer is the polycentric legal system of Somalia , in which the elders act as judges and make decisions in cases under review based on precedents . [1] This system is an example of how customary law operates within a stateless society and follows the principles of natural law . [2] Some researchers believe that despite the age of Xeer, measured in centuries, it may well serve as the legal basis of a modern healthy economy. [3] [4] [5] Based on this system, Somali societies are sometimes regarded as kritarchies . [6]
