Biography

He was born on September 12, 1965 in the town of Orekhovo-Zuyevo near Moscow in the family of a military man [1] [2] . By nationality, Lezgin [2] .

In 1986 he graduated from the Saratov Higher Military Command Red Banner College of Internal Troops named after F. Dzerzhinsky with a degree in intelligence.

From 1986 to 1991, he held officer posts in a separate brigade of the Office of Internal Troops of the USSR Ministry of Internal Affairs for Ukraine and Moldova, served in Lviv, Odessa, member of the CPSU [2] .

In 1994, he graduated from the faculty of border and internal troops of the MV Frunze Military Academy [2] . After completing the training, he was transferred to the North Caucasian District of the Internal Troops of the Ministry of Internal Affairs of Russia.

In the period from 1994 to 1995, he served as senior assistant chief of staff of the regiment, and then commander of the battalion of the operational division.

Since 1995 - senior officer of the military intelligence department of the headquarters intelligence department.

Since 1996 - chief of staff - deputy commander of the operational regiment of the operational division (1996-1997).

In 1994-1996 he took part in the first Chechen war [2] .

In 1997, he was appointed deputy commander, and in 1998, the commander of the 2nd Regiment of the Separate Operational Division of the Internal Troops of the Ministry of Internal Affairs of Russia .

In March 2001, he took the post of deputy division commander, in June 2002 became its commander [2] .

In April 2008, Melikov was appointed chief of staff - first deputy commander of the Central Regional Command of the Internal Troops of the Ministry of Internal Affairs of Russia.

In 2011, he graduated from the Military Academy of the General Staff of the Armed Forces of the Russian Federation , in September of the same year he took the post of commander of the Joint Group of Forces (Forces) for counter-terrorism operations in the North Caucasus region of the Russian Federation - the first deputy commander of the North Caucasus Regional Internal Command troops of the Ministry of Internal Affairs of Russia [2] .

May 8, 2014 was appointed to the post of first deputy chief of the main headquarters of the internal troops of the Ministry of Internal Affairs of Russia. Colonel General Sergey Bunin headed the headquarters [2] .

On May 12, 2014, he was appointed to the post of plenipotentiary of the President of the Russian Federation in the North Caucasus Federal District [4] [5] [6] .

On May 12, 2014 he was included in the Security Council of the Russian Federation [2] , and by presidential decree of June 12, he was dismissed from military service on May 12, 2014 with the rank of lieutenant general [2] [7] . On July 28, 2016, he was relieved of the post of Presidential Plenipotentiary Envoy to the North Caucasus Federal District and was appointed First Deputy Director of the Federal Service of the National Guard of the Russian Federation - Commander-in-Chief of the National Guard of the Russian Federation [8] [2] . By presidential decree of August 12, 2016 he was expelled from the membership of the Security Council [9] .

Family

Father - Alim Nur-Magomedovich Melikov (1932-2012), retired colonel, served as commander of the brigade of internal troops of the USSR Ministry of Internal Affairs [2] .

The elder brother is Mikhail Alimovich Melikov (born February 2, 1958), a major general of the reserve, graduated from the Leningrad Combined Arms Command School, served in various positions up to the battalion commander in the Airborne Troops. Later transferred to the Internal Troops of the Ministry of Internal Affairs of Russia, commanded a regiment of Internal Troops in Yaroslavl. In 1998-99, he was the commander of the 1st Operational Regiment of the Separate Operational Division of the Internal Troops of the Ministry of Internal Affairs of Russia , in 1999-2001, the commander of the 1st Special Forces Regiment "Vityaz" of the Internal Troops of the Ministry of Internal Affairs of Russia , the chairman of the public organization of veterans of special forces, commanded the 100th operational operations division of the Internal Troops of the Ministry of Internal Affairs of the Russian Federation ( Novocherkassk ) [2] .

Wife - Galina Anatolyevna Melikova, military doctor. My son, Mikhail, was studying at a departmental university of the Ministry of Internal Affairs as of July 2016. Pasynok - Dmitry Alexandrovich Serkov (1981-2007), served in the 1st Red Banner Special Forces "Vityaz" , was the commander of the assault group of the 1st platoon of the 1st group of the unit; died on August 2, 2007 in Dagestan during a combat mission, in December 2007 he was posthumously awarded the title Hero of Russia [2] .
