Biography

Academician Khadicha Sulaymanovna Sulaymanova was born in 1913 in Andijan [1] . In 1935 she graduated from the Faculty of Law of the Tashkent Institute of Soviet Construction and Law. Jahon Abidova [2] . In 1935-1938 - People’s judge, member of the Supreme Court of the Uzbek SSR [2] .

In September 1938, Khadich entered the post-graduate course of the Moscow Law Institute at the Department of Soviet Criminal Law, and on July 20, 1945, after defending a dissertation on the topic: “ Criminal Legislation of the Uzbek SSR during the Period of Military Intervention and Civil War ”, she became the first Uzbek woman to receive a scholar degree in jurisprudence [2] .

Since September 1945, Kh.S. Sulaymanova - Associate Professor, Head of the Department of Criminal Law of the Tashkent Law Institute .

In 1948-1950, Khadicha Sulaimanovna was a doctoral candidate at the Institute of Law of the USSR Academy of Sciences . In December 1950, she defended her doctoral dissertation on the topic: “ The Emergence and Development of Soviet Criminal Law in Uzbekistan ” [2] , and in 1952 she received the title of professor [1] .

In September 1954, she was appointed rector of the Tashkent Law Institute, and in December of that year, Khadicha Sulaimanova was awarded the title of Honored Science Worker of the Uzbek SSR. In 1955, after the reorganization of the Tashkent Law Institute into the Faculty of Law of the Central Asian State University (SAGU) [3], she continued to work as a dean, while remaining the head of the Department of Criminal Law [2] . In 1956, Khadicha Sulaymanovna Sulaymanova was elected a full member of the Academy of Sciences [1] .

In 1956-1958, Academician Sulaymanova was Minister of Justice of the Uzbek SSR, in 1959-1964 - Chairman of the Legal Commission under the Council of Ministers of the Uzbek SSR, deputy of the Supreme Council of the Uzbek SSR since 1964 - Chairman of the Supreme Court of the Uzbek SSR [1]

Scientific and pedagogical activity

Academician Hadicha Sulaimanovna Sulaimanova is actively engaged in scientific and pedagogical activity. Together with academician of the AH of the Uzbek SSR I. M. Muminov, he is working to transform the department of philosophy and law under the Presidium of the Academy of Sciences of the Uzbek SSR into the Institute of Philosophy and Law of the AH of the Uzbek SSR (1958), in which he heads the legal department and its criminal, civil law and process sectors [ 4] .

In his studies, Academician Sulaimanova pays great attention to the development of criminal law in Uzbekistan, increasing the role of councils in state building and managing the national economy. Per Khadichi owns more than 80 scientific and popular science publications, including such major works as “ The History of the Soviet State and Law of Uzbekistan ” in 3 volumes, prepared jointly with A. I. Ishanov and other scholars - Uzbek lawyers [5 ] , " Legal issues of regulation of the national economy of Uzbekistan ", " Soviet law of Uzbekistan in the period of the expanded construction of communism " and others. Under the guidance of academician Khadichi Sulaimanovna, the first textbook on criminal law in the Uzbek language has been prepared and published [1] .

Under the scientific supervision of academician Kh. S. Sulaimanova, 16 theses for the degree of candidate of sciences were prepared and defended [2] . Academician Sulaimanova acted as an official opponent of Sh. Z. Urazaev (1962), A. A. Agzamkhodzhaev (1964), K. D. Tyurin (1965), provided scientific advice in preparation for the defense of the doctoral dissertation M. Kh. Khakimova [2] .

Academician Kh. S. Sulaimanova participated in the development of many legislative acts, especially noteworthy is the preparation of the new "Regulation on the Advocacy of the Uzbek SSR" (1961) [2] . During her tenure as Minister of Justice and Chairman of the Legal Commission, Khadich contributed to the development and adoption of a new law on the judicial system, criminal, criminal procedure, civil and civil procedure codes of the Uzbek SSR [2] [1] .

Academician Sulaimanova belongs to the initiative to create a Scientific and Research Institute of Forensic Expertise on the basis of the Tashkent Scientific and Research Forensic Laboratory under the Ministry of Justice (1958) [2] [1] [6] [7] .

Participation in international congresses and conferences

Khadicha - was vice president of the law section of the Union of Societies for Friendship and Cultural Relations with Foreign Countries and took an active part in the work of the Soviet Peace Committee and the Committee of Soviet Women . Academician Khadich is a participant in the III International Congress of Sociologists (Amsterdam, 1956), the II Congress of the United Nations (London, 1960), the VII Congress of the International Association of Democratic Lawyers (IUD) (Sofia, 1960), the 1st Conference of Asian and African Women (Cairo, 1961) , International Conference of Lawyers of Asia and Africa (Tokyo, 1961) [2] . Academician Khadicha Sulaimanovna took part in an exchange of views on the topic “ A Woman in Modern Society and the Ways of Her Liberation ” (Prague, 1962), and in January 1964, at the invitation of the Ceylon Women's Organization, Mahila Samiti (LMS) traveled around the country as the head of the delegation Soviet Women's Committee [2] .

The government praised the state, scientific, pedagogical and social activities of Academician Khadichi Sulaimanovna Sulaimanova. She was awarded the honorary title “Honored Worker of Science of the Uzbek SSR” (1954) [1] , was awarded two orders of the Badge of Honor [1] , the medal “For Labor Valor during the Great Patriotic War” [1] , and diplomas of the Presidium of the Supreme Council UzSSR [2] [1] .

Khadicha died on November 26, 1965 after a serious and prolonged illness [8] [2] [9] . The name of academician Sulaimanova was assigned to the Scientific Research Institute of Forensic Expertise and one of the central streets of Tashkent [2] [1] .
