Biography
In 1933, Mr .. graduated from Princeton University , and in 1936. - Harvard University . He began his career in public service in 1936 as a deputy district attorney in Arkansas. In 1938 he was transferred to the federal tax service. He participated in the Second World War in the air transport units of the army aviation command, had the rank of lieutenant. He remained until the end of the war in 1945 in the region.
In 1945 he returned to public service.
