He became widely known after a number of media reports that on April 15, 2014 he was elected “interim president of the Federation of Southeast Ukraine ” and “commander of the national army of Southeast Ukraine” [2] .

Biography
Born on August 13, 1956 in the city of Nizhyn, Chernihiv region, in the working family of Mikhail Grigoryevich and Taisiya Petrovna.
After leaving school in 1971-1975, he studied at the Nizhyn Medical School, subsequently served in the Soviet Army in a group of Soviet troops in Germany , first as a company medical instructor, and then as the head of the medical service of the military unit.
Since 1977, after demobilization, he worked as a paramedic of the emergency department, regulator of electromechanical devices and systems of the assembly shop of the Progress plant in Nizhyn.
In 1983 he graduated from Kharkov Law Institute . During his studies, he was the commissioner of the student construction team .
Since 1983, he worked as a judge of the Rubezhansky city people's court of Lugansk (then - Voroshilovgrad region), and then - the acting chairman of the Rubezhansky court. From 1987 to July 2004, he served as a judge of the Criminal Court of the Lugansk Regional Court. Since 1995, he was elected a member of the Presidium of the Lugansk Regional Court.
In June 2004, he was appointed first deputy chairman of the Court of Appeal of the Luhansk region, and in July 2006 - chairman of the Court of Appeal in the Luhansk region [3] (after the election of Leonid Fesenko as a people's deputy in 2006), was relieved of his post in December 2011 [ 4] .
Anatoly Mikhailovich combined practical work on the rule of law with theoretical, being the author of scientific publications and articles in scientific legal journals.
In 2012, he defended a PhD thesis at the Yaroslav the Wise National Law University in Kharkov on the topic “International legal obligations of states under the United Nations Convention against Corruption ”, specialty 12.00.11 “ international law ” [5]
On April 15, 2014, according to the results of a selector survey of the composition of the leading resistance bodies of the South-East of Ukraine, both in areas where power was in their hands, and working underground, he was elected by an absolute majority of votes the interim President of the self-proclaimed Federation of Southeast Ukraine and the commander of the National Army Southeast Ukraine.
On April 16, 2014, the Lugansk Region Prosecutor’s Office opened a procedural guide to criminal proceedings initiated by the Security Service of Ukraine in the Lugansk Region against A.M. Vizir [6] .

With reference to the blog of science fiction writer Lev Vershinin , the media reported that A. M. Vizir is a colonel general and a doctor of legal sciences [2] .
Family
Wife - Olga Vasilievna Vizir (born 1958). Daughter - Anastasia (born 1983), who also graduated from the Yaroslav the Wise National Law Academy of Ukraine. [7]
