Biography

In 1969 he graduated from Altai Polytechnic Institute with a degree in civil engineering and construction. In 1985 he graduated in absentia from the Higher School of Economics in Novosibirsk .

  • 1971-1973 - shift supervisor, workshop, chief technologist at the Construction Materials Plant ( Barnaul )
  • 1973-1985 - chief engineer of a plant for the production of building materials ( Gorno-Altaysk )
  • 1985-1991 - Chairman of the City Executive Committee of Gorno-Altaysk,
  • 1991 - First Deputy Prime Minister of the Altai Republic, Minister of Construction, Architecture and Housing,
  • 1993-1995 - Member of the State Duma of the Russian Federation of the first convocation in the Gorno-Altai District No. 9 (Gorny Altai) He was a member of the deputy group “New Regional Policy” (NPP). He was a member of the State Duma Committee on Budget, Taxes, Banks and Finance (a subcommittee on the budget system and extra-budgetary funds).
  • 1995 - was included in the list of candidates for deputies of the State Duma of the second convocation from the Agrarian Party of Russia (APR), but dropped out of the APR list after its registration. He was also included in the initial version of the list of “Ivan Rybkin Bloc” and the list of the electoral association “Our Home - Russia” (NDR), from which he left before registration. As a result, he ran for December 17, 1995 as an independent candidate in the Gorno-Altai constituency No. 2. He won 12.62% of the vote in elections, taking third place.
  • 2001 - Deputy Head of the Altai Republic,
  • 2001-2002 - Member of the Council of the Federation from the Government of the Altai Republic, member of the Committee of the Council of the Federation for Economic Policy. In 2002 - Member of the Federation Council Committee on Local Government.

Then he worked in the apparatus of the Federation Council, in the Permanent Mission of the Altai Republic in Moscow.
