Cristobal de la Cerda y Sotomayor was born in 1585 in Mexico City , studied law in Seville , then became the prosecutor of the city, led the exile of the Moriski at the local level. The Council of India has repeatedly offered him positions in the New World, and in the end he received an appointment in Santo Domingo , but then it was changed to Chile. In the Caribbean, the ship on which he sailed was attacked by English pirates, and he had to spend some time in Portobello before getting to Peru.

Arriving in Chile, he discovered that the Royal Audience of Santiago was not functioning, since all its members had died. He had to rebuild it, involving all the lawyers found in Santiago .

In 1620, the governor of Lope de Ulloa i Lemos, before his death, named Cristobal de la Cerda his successor as interim governor, and from December 1620, de la Cerda took over the governor's duties. Almost immediately, he had to start investigating allegations against the widow of the late governor that she poisoned her husband, but information about the results of the investigation was not preserved.

For a short period of his governorship, de la Cerda managed to begin construction of a number of buildings and structures in the capital (city hall, Audiencia building, city prison, stone breakwater), as well as cope with the rebellion of the Indians who tried to take advantage of the situation that arose due to the death of the former governor .

In February 1621, arriving in Concepcion, de la Cerda discovered that the landowners still exploited Indians converted to Christianity under the guise of the so-called "personal service". He ordered the cessation of this practice, which made a lot of enemies.
