Biography

Andrzej Ryszardowicz Malczewski was born on May 6, 1963 in Moscow . Mother - Malchevskaya Tatyana Vasilievna worked as the Chief Expert in the USSR State Committee for Science and Technology ( SCST USSR ). Father - Malchevsky Ryszard, a citizen of Poland , held leadership positions in Polish electronics companies, graduated from the Moscow Aviation Institute .

In 1980 he graduated from secondary school No. 123 of the Krasnopresnensky district of Moscow.

In 1987 he graduated from Konstantin E. Tsiolkovsky Moscow Aviation and Technology Institute with a degree in Machines and Technologies for Processing Polymer Materials into Products and Parts. [3] Based on the results of state exams, a mechanical engineer qualification was awarded.

After graduation, he worked at one of the leading enterprises of the domestic defense industry complex - NPO Fazotron [3] , where he went from a technologist to the head of the workshop. He served as deputy secretary of the Komsomol committee on work with pioneers and schoolchildren. He headed the Komsomol operational detachment for working with difficult teenagers.

In 1990, at the invitation of the Board of the Russian Fund for Charity and Health, he joined the co-operative society Rehabilitation-F created as a commercial director . In 1991, he initiated the creation of a small enterprise "BIOS", specializing in the development and production of equipment for people with disabilities , as well as leading construction projects.

In 1995 he was invited to the post of First Deputy General Director of JSC Kartontara. [3] [4] In February 1996, he became CEO of the company. In the process of reforming, he took the enterprise from Moscow to the Astrakhan region , where it operates to this day.

In 2010, he created the Financial Holding Company, which became the parent organization of the FINKHOLKOM GROUP Consortium (a unique combination of companies for Russian business whose main goal was to revive the domestic traditions of outdoor activities - horse riding, horse racing, as well as fishing and hunting).

In 2011, he was elected a full member of the International Academy of Social Sciences . [5]

February 28, 2012 by decision of the Presidium of the Russian Academy of Natural Sciences was elected a corresponding member.

In 2013, Russian President Vladimir Putin thanked Andrzej Malchevsky for his labor successes, many years of conscientious work and active social activities. [6]

Andrzej Malchevsky died on June 18, 2018 in a hospital at the colony, where he was serving a four-year sentence for especially large-scale fraud.

Banking

In 2006, he took up the banking business . The result was the acquisition (and in fact the creation from scratch) of Mosoblbank and financial holdings - the Republican Financial Corporation and FINKHOLKOM-GROUP. [7]

Thanks to interaction with the regional administrations, by 2010, at the very peak of the crisis, Mosoblbank deployed a network of 347 different structural units. Largely due to the constant geographical expansion, in September 2009, the National Rating Agency (NRA) assigned Mosoblbank an individual credit rating of A- (high creditworthiness, third level), and in 2010 it increased Mosoblbank's individual credit rating to “ A ”(high creditworthiness, second level). [8] In August 2013, the NRA raised Mosoblbank's credit rating to “A +”. [9]

In mid-November 2011, it became known that the Central Bank of Russia issued an order to Mosoblbank, limiting the acceptance of deposits from citizens, except for bank shareholders, for six months. However, Mosoblbank circumvented this decision and donated its own shares for a symbolic amount to each depositor. [10]

In 2012, Malchevsky transferred control of the bank to his son Alexander. [11] [12]

By April 2014, Mosoblbank was in the top 100 banks in Russia in such indicators as net assets, net profit, capital and loan portfolio. [13] For each of the indicators, after Malchevsky’s acquisition, the bank climbed several hundred positions.

In 2013, the FINKHOLKOM-GROUP included the Kuban Finance Business Bank [14] .

In May 2014, it ceded control of the Republican Finance Corporation bank holding, including all its member companies and banks, as well as KB Finance Business Bank LLC, to the owners of SMP Bank Arkady and Boris Rotenberg [15] .

The sanator was allocated more than 100 billion rubles, which significantly improved the situation of SMP Bank itself, which fell under Western sanctions and lost most of its depositors . Also, thanks to the reorganization of Mosoblabank SMP, the Bank managed to circumvent the ban on working with international payment systems Visa and MasterCard.

On June 17, 2015, it became known that the investigative department of the Ministry of Internal Affairs of the Russian Federation charged with particularly large fraud to Andrzej Malchevsky and his son Alexander Malchevsky. According to investigators, Andrzej and Alexander Malchevsky withdrew funds from the balance of Mosoblbank, then cashed and stolen. According to law enforcement agencies, we are talking about an amount of about 70 billion rubles. Andrzej Malchevsky was detained, Alexander Malchevsky was charged in absentia. [2]

On April 29, 2016, Andrzej Malchevsky was sentenced to four years in prison and a fine of 400,000 rubles.

National Equestrian Park Rus

One of the socially significant projects of Malchevsky is to support equestrian sports and the development of Paralympic equestrian sports in Russia and its regions. In 2012, Malchevsky began financing the construction of the Rus Equestrian National Park in the village of Orlovo in the Leninsky District of the Moscow Region , which is intended to become Europe’s largest sports and leisure cluster focused on equestrian sports. The park is being built in stages, it is planned to build equestrian arenas , a sports school , a circus , a museum and a zoo. [16]

On November 20, 2014, the International Equestrian Federation (FEI) nominated Malchevsky for one of its annual awards - the FEI Solidarity Award [20] , awarded for the promotion of equestrian sports through the development of equestrian projects.

Personal life

Andrzej Malchevsky was fond of horse riding , studying the history of Russian hunting, animal painting. He sponsored the publication of several magazines devoted to this topic.
