The Komsomol Prize is a way of attracting active young people to the most important spheres of the national economy and government.

In conditions of a massive shortage of labor and other labor resources, there was a need for urgent staffing of facilities designated by the Party and the State as the most important in any region at a given time.

To comply with the Labor legislation of the RSFSR and the Union republics of the USSR, the Komsomol appeal was legally equated to an organizational set . The main feature of the Komsomol appeal was the direction to these most important ( shock ) regional projects of the most responsible and active members of the Komsomol and young members of the CPSU , and, in special cases, those who are non-partisan young citizens who sympathize with the cause of communism .

Most often, the Komsomol call was announced to create shock Komsomol brigades, teams, shifts at construction sites bearing the status of shock construction projects .

Also, the Komsomol call was used to recruit (a special target set) to the bodies of the Ministry of Internal Affairs of the USSR , the KGB of the USSR and the Armed Forces of the USSR .

In the 1970s and through the 1990s. a citizen following the Komsomol call received a document forwarding to the object of his future work: a Komsomol ticket .

For the most part, the Komsomol call was used to fill the workforce of shock Komsomol construction projects - All-Union (VUKS), regional and regional, less often - urban and regional UKS.

Evasion of the Komsomol call often had consequences of moral condemnation and then affected the political and business characterization, that is, impeded career growth ^[1] .
