History
The history of the Ministry of Internal Affairs of Russia is inextricably linked with Dagestan . Information has been preserved about the military governors of the Dagestan region, who also solved law enforcement problems. These are Lieutenant General Princes Chavchavadze , Baryatinsky , Volsky, Tikhonov, Major General Alftan, Ermolov, Colonel Dingizov-Jansah and others who were responsible to the Tsar for the rule of law in Dagestan at different times.
With the establishment of Soviet power in the republic, a new stage of law enforcement agencies, including the police, begins. Prominent figures of the republic D. Korkmasov, N. Samursky, M. Ataev, S. Dudarov and others stood at the origins of its formation.
On April 21, 1920, the Dagestan Revolutionary Committee appointed Kerim Mammadbekov a military commissar and at the same time the chief of police of Dagestan. He was instructed to prepare a draft organization of the police.
On April 28, 1920, in Timir-Khan-Shur, under the chairmanship of D. Korkmasov, the Decree “to create the Red Police” was established to protect the revolutionary order and public security. This day went down in the history of the Dagestan police as the Day of its creation. On May 13, 1920, the highest police authority, the Regional Office of the Workers 'and Peasants' Police , was approved.
With the formation of the Dagestan Autonomous Soviet Socialist Republic, in February 1921, the Regional Police Department was renamed the Main Directorate of the RCM. By the end of 1925, units of the Red Army eliminated almost all of these gangs. From the first days of the creation of the Dagestan police, its ranks were replenished by the best sons of our peoples. The most deserved among them were appointed heads of police units. So, the former commanders of the red partisan detachments, the cavaliers of the Order of the Battle Red Banner Kh. Shapiev, M. Gitinov B. Gadzhiev, E. Makhmudov-Katsransky were appointed police chiefs of the Darginsky, Kyurinsky, Khunzakhsky, Khasavyurt districts, recommended by Dagrevkom as the chief of the Gunibsky police Rastorkin and the chief of the Main Police of Dagestan, Ivan Sirgunin. In addition to him, at different times the Glavmilitia was headed by: Kerim Mammadbekov, Nazhmudin Samursky, Muslim Ataev, Magomed Mamaev, Maksud Musaev, Shangerey Tarkinsky, Effendi Makhmudov-Katsransky, Peter Svetlichkin and others. The NKVD of the DASSR attached great importance not only to the selection and placement of militia personnel, but also to their professional development. In March 1922, the first graduation of cadets of the junior command staff in the amount of 46 people took place. On April 18, 1922, a school was opened in Derbent for the initial training of police officers.
