Beginning of a Biography

By nationality, Kh. Yarikhanov is a Chechen , according to Colonel General G. N. Troshev (“ My war. Chechen diary of a trench general ”, 2001), Kh. Yarikhanov is a native of Tukhum Malkhiy [~ 1] . Information about the family, childhood and youth of H. Yarikhanov is extremely scarce. It is known that in 1981 he defended a dissertation of a candidate of technical sciences , was an assistant professor at the Grozny Petroleum Institute. M. D. Millionshchikova , specialty - researcher of the parameters of power supply systems of oil refineries [1] [2] .

Political Activities

From 1991 to the beginning of 1995 (according to unconfirmed reports) H. Yarikhanov was the head of the department of higher education (Minister of Education) in the government of the independent Chechen Republic. In May 1995, he traveled to St. Petersburg as Minister of Foreign Affairs of the Government D. M. Dudaev (data from the representative office of the Chechen Republic in Moscow), where he met with A. A. Sobchak and Yu. A. Kravtsov , with whom he discussed the conditions peace talks. H. Yarikhanov described the proposals of the Russian side as a “very concrete plan”, according to which one can work. In the same place, he said that the Chechen side agreed to act according to the “St. Petersburg plan” and hoped that it would lead to a concrete result - unlike the negotiations under the auspices of the OSCE , which “broke through due to the Russian side’s unpreparedness for them”.

On July 20, 1995, H. Yarikhanov replaced, due to his illness, U. Imaeva (Minister of Justice and Prosecutor General of the Chechen Republic of Ichkeria) at negotiations on a peaceful settlement. Later, on August 2, D. M. Dudaev removed U. Imaev from the leadership of the Chechen delegation and appointed Kh. Yarikhanov to this post.
