From 1993 to 2008 he was a serviceman of the Armed forces of Ukraine . Then he became a private entrepreneur and organized the Donuzlav Charity Fund. November 2, 2010 became the village head of Novoozyorny, after winning the local elections as a self-nominee. Later, he became a member of the Party of Regions . On April 3, 2013, Kuryatenko was detained on suspicion of receiving a bribe. On April 6, 2013, he was released on bail. During the judicial investigation, he was removed from office. After the annexation of Crimea to Russia, he remained in his post, but left it six months later.

Biography

Born March 19, 1972 in the village of Subotov , Chigirinsky district , Cherkasy region . In 1979, he went to first grade at an eight-year school in Subotov. From 1987 to 1989 he studied at school number 10 in the city of Smela . From 1989 to 1993 he studied at the Ulyanovsk Higher Military Technical School . From 1993 to 1998 he served in Ochakovo in a separate special-purpose brigade. From 1998 to 2000 he studied at the National Academy of Defense of Ukraine in Kiev , after which he was appointed by the Ministry of Defense of Ukraine as the commander of a fuel depot in the military unit of the Southern Naval Base of Ukraine in the village of Novoozernoye , and later as the head of the fuel service. In 2003, he served in Sevastopol as the head of the fuel service, after the commander of the coastal base of the 5th military town in Novoozernoye. From 2004 to 2007, he was the head of the rear department with the rank of lieutenant colonel [1] [2] , and from 2007, he was the deputy commander, head of logistics of the Southern Naval Base of Ukraine [3] .

In 2008, he resigned from the Armed Forces of Ukraine and worked as the director of the branch of the oil company Tatneft-Ukrnefteproduct in Nikolaev [3] . In 2009, he quit the company and became a private entrepreneur. In 2010, he founded and headed the organization “Donuzlav Charity Fund” [4] .

On October 31, 2010, at the regional elections, Oleg Kuryatenko, as a self-nominated candidate, became the head of the village of Novoozernoye. In the election he was opposed by 6 candidates (Yuri Vatolin, Vladimir Dogonov , Roman Gerasimchuk, Sergey Molodetsky, Vladimir Kolesnik and Victor Pyatnitsky) [5] . On November 2, 2010, he assumed his new position [6] . After some time, Oleg Anatolyevich became a member of the Party of Regions , as a village head and as a member of the personnel register of the Supreme Council of the Autonomous Republic of Crimea, he entered the National Academy of Public Administration under the President of Ukraine in Kiev [7] .

July 16, 2011 signed an agreement with the mayor of Dokuchaevsk Ihor Skorbilin on establishing partnerships between Dokuchaevsk and Novoozyorny [8] . In the summer of 2011, Kuryatenko issued an order to immediately close the AntiNATO youth camp [9] , and the following summer he was invited to this forum as an honored guest. The event was also attended by: the consul general of the Russian Federation in Crimea, Vladimir Andreev , deputy of the Verkhovna Rada of Ukraine Vadim Kolesnichenko , member of the Presidium of the Supreme Council of Crimea Sergey Tsekov , deputy of the Supreme Council of Crimea AR Sergey Shuvaynikov and others [10] .

In December 2011, a group of deputies of the village council of Novoozyorny addressed the President of Ukraine Viktor Yanukovych . In their opinion, due to the inaction of Oleg Kuryatenko, the damage to the local budget amounted to almost 1 million hryvnias [11] .

In October 2012, he reported on the results of two years of work as a village head in front of the residents of Novoozyorny. The event was also attended by the deputy of the Supreme Council of the Autonomous Republic of Crimea Viktor Dribnoy , the secretary of the city council of Yevpatoriya Angela Nikolaenko and the village head of Mirny Oleg Paraskiv . As his achievements, Kuryatenko announced the repair of the school gymnasium, that the water supply system had been established, he also managed to regulate traffic in Novoozernoye, update and apply new markings. He also noted that urns and containers were purchased and some roofs were repaired in the village [12] . Kuryatenko is criticized for the fact that his close relatives, including those with a criminal record, were appointed to leadership positions in Novoozernoye [13] .

On April 3, 2013 Oleg Kuryatenko was detained on suspicion of receiving a bribe in the amount of 5 thousand US dollars. It is suspected that he, through the mediation of an accomplice, demanded $ 5,000 for resolving the issue of allocating a land plot. The prosecutor’s office of Yevpatoriya launched a criminal investigation under part 3 of Article 368 of the Criminal Code of Ukraine [14] . The Crimean Ministry of Internal Affairs reported that Kuryatenko acted through an intermediary and the money itself did not reach him [15] . A private entrepreneur turned to the village head, who was going to build a boarding house and asked for allocation of a land plot of 2 hectares. The mayor promised to resolve the request, but in return demanded 5 thousand US dollars [15] . The specified amount was received from a businessman by an intermediary outside the village council building. Money that was marked as a bribe was withdrawn by employees of the Main Directorate for Combating Economic Crime even before it was transferred to the recipient [15] .

According to the "Center for Journalistic Investigations", the reason for the detention of Kuryatenko could be a conflict with one of the deputies of the village council of Novoozyorny [1] . Kuryatenko’s arrest was included in a series of murders and criminal cases against mayors of settlements in Crimea from 2010 to 2013. Also considered version of the establishment of the Donetsk clan control over the resorts of Crimea [16] . Kuryatenko himself said that the detention was due to the revenge of those whom he refused to allocate land [7] . This happened due to the fact that Novoozyorny does not have a master plan and therefore there is no legal reason to allocate land [7] . He also believes that law enforcement behaved incorrectly by making this case public. Soon after the arrest of Kuryatenko, a group of deputies of the village council sent letters to people's deputies of Ukraine Oleg Paraskiv and Vadim Kolesnichenko with a request to intervene in the situation [17] .

April 6, 2013 he was released on bail in the amount of 60 thousand hryvnia [18] . After some time, Kuryatenko went on a two-week vacation [17] . His case is being considered by the Saki inter-district court; Oleg Anatolyevich Kuryatenko was removed from his post during the judicial investigation [19] .

During the political crisis in Ukraine in December 2013, Kuryatenko secretly met with President of Ukraine Viktor Yanukovych, this information became known after the publication of a notebook of Konstantin Kobzar , head of the security service of Yanukovych [20] . After the annexation of Crimea to Russia, he remained in his post, but left it six months later [21] .

In the fall of 2015, the Saki District Court found Kuryatenko guilty of receiving a bribe (paragraph b, part 5 of article 290, part 1 of article 327 of the Criminal Code of the Russian Federation). Sentencing him to three years in prison. However, due to the expiration of the statute of limitations, he was released [22] .

In 2017, he graduated from the National Academy of Public Administration under the President of Ukraine with a degree in parliamentarism and parliamentary activity. The theme of the master's work: "Trends in the formation of the state - managerial elite in modern Ukraine" [23] . In March 2017, he became a candidate for the position of deputy head of the Chigirinsky district state administration [24] .

Personal life

Raises two children: daughter Anastasia (1994) and son Alexander (2005) [3] .

In the declaration for 2016, Kuryatenko indicated a car of Asia Motors brand, 9 thousand euros of cash assets, as well as income in the form of assistance to temporarily displaced persons in the amount of about 5 thousand hryvnias [24] .

Kuryatenko owns the Giant Schnauzer dog, with whom he was at an exhibition in Moscow in 2008 [25] .
