In the Russian Federation - Russia, in accordance with the Constitution and the Federal Constitutional Law of December 17, 1997 No. 2-FKZ “On the Government of the Russian Federation ”, federal ministers are appointed and dismissed by the President of Russia on the proposal of the Chairman of the Government of Russia .
Federal ministers participate with a decisive vote in meetings of the Government of Russia, take part in the preparation of its resolutions and orders, and ensure their implementation.
The Minister supervises the activities of the relevant ministry on the basis of unity of command, distributes duties among his deputies, submits draft regulations for the consideration of the Russian Government on matters within the competence of his ministry approves regulations on structural divisions of the ministry, appoints and dismisses employees of the central office of the ministry and heads of territorial bodies of the ministry, approves the statutes of subordinate organizations, concludes, modifies and terminates employment contracts (contracts) with their heads and so on.
The Minister is personally responsible for the tasks entrusted to the Ministry. In exercising their powers, federal ministers are accountable to the Government of Russia, and on matters related to the Constitution of Russia, the Federal Law of Russia and Federal Laws ( FZ ) of Russia to the powers of the President of Russia, and the President of Russia.
