Timeline of introduction, change of status (compliance), abolition of ranks and insignia
1917
By order of the Minister of the Sea No. 125 of April 16, 1917, the shoulder straps of the Russian Imperial Fleet were canceled. Instead, sleeve insignia are introduced. The ranks of Rear Admiral, Vice Admiral, Admiral will be abolished only after the October Revolution of 1917, and after their "restoration" in May 1940, the primary admiral rank of Rear Admiral will be assigned to some senior officers for the second time.
Excerpt from the order [3] :
- ... In accordance with the uniforms established in the fleets of all free countries, I announce the following changes in the uniforms of the ranks of the fleets and the Maritime Department until their final development in the prescribed manner:
- 1) to withdraw from use all types of shoulder straps;
- 2) cancel wearing a scarf;
- 3) destroy the monogram image on the weapon;
- 4) in the middle of the cockade, until the cap of the new sample is established, paint over in red.

Instead of shoulder straps, I install sleeve differences from galun - on a frock coat, tunic and jacket - around the entire sleeve, on the coat - only from the outer edge. According to the ranks of the stripes are located as follows:
- Rear Admiral has one wide 3/4 galun with a curl and under it two wide, one without curls, and on top a five-pointed star;
- the vice admiral has the same galloons as the rear admiral, but above them are five five-pointed stars ;
- the admiral has the same galloons as the vice admiral, but above them are five five-pointed stars .

1935-1940
Military ranks and insignia of the highest command of the naval forces of the Red Army (1935-1940)
Introduced by resolutions of the Council of People's Commissars No. 2591 for the naval forces of the Red Army of September 22, 1935. Declared by order of the People’s Commissar of Defense No. 144 of September 26, 1935.
The USSR Law of September 1, 1939 on General Military Duty established that the Armed Forces of the USSR consisted of the Workers 'and Peasants' Red Army, the Workers 'and Peasants' Navy, the border and internal troops of the NKVD of the USSR. Military personnel and those liable for military service began to be divided into ordinary and commanding personnel. The command structure was divided into groups: higher, senior, middle and junior. Each serviceman of the command and commanding staff of the Red Army is assigned a command or special military rank, determined by his military or special training, official experience and certification.
1940-1943
- General and admiral ranks in the Red Army were introduced 07.05 . 1940 decrees of the Presidium of the Supreme Soviet of the USSR "On the establishment of the military ranks of the highest command staff of the Red Army" and "On the establishment of the military ranks of the higher command staff of the Navy". In accordance with these decrees, military ranks were introduced for the combat officers of the Navy of the naval service: Rear Admiral , Vice Admiral , Admiral , Fleet Admiral .
- Decrees of the Presidium of the Supreme Soviet of the USSR 06.01 . 1943 "On the introduction of new insignia for the personnel of the Red Army " [6] and dated 15.02 . 1943 "On the introduction of new insignia for the personnel of the Navy" [7] shoulder straps were introduced.
