Biography
Born on June 8, 1940 in the village of Dolokovka, Taganrog District, Rostov Region, in the family of border guard officer Shlyakhtin Ivan Konstantinovich. After graduating from high school in 1957, he entered the Alma-Ata border military school of the KGB under the Council of Ministers of the USSR , which he graduated in 1960 with honors.
He began his service in the Task Force of the Border Troops of the KGB of the USSR under the Council of Ministers of the Armenian SSR as deputy chief of the outpost of the 125th Artashat border detachment , and from 1962 to 1965 he was the head of the outpost of the 39th Leninakan border detachment .
In 1965 he entered the MV Frunze Military Academy , after which in 1968 he continued to serve in the Central Asian Border District of the KGB of the USSR as senior officer of the headquarters of the 71st Bakharden border detachment , commandant of the border commandant's office, officer of the 1st headquarters department district, deputy chief and chief of staff of the 71st border detachment.
From 1973 to 1976 - chief of staff, chief of the 53rd Daurian border detachment of the Trans - Baikal border district of the KGB of the USSR.
From 1976 to 1978 - student of the Military Academy of the General Staff of the Armed Forces of the USSR named after K. E. Voroshilov.
From 1978 to 1979 - head of the operational management department of the headquarters of the Main Directorate of the Border Troops of the KGB of the USSR.

In March - April 1985, under the leadership of Major General V.I. Shlyakhtin, the Tashkurgan operation was carried out to defeat the Mujahideen mountain bases.
By decree of the Council of Ministers of the USSR No. 1299–353 of 10.31.1986, V. I. Shlyakhtin was awarded the military rank of lieutenant general .
From 1987 to January 1990, he was First Deputy Chief of Staff of the Main Directorate of Border Troops of the KGB of the USSR.

Difficult times fell to his lot - the withdrawal of groups of the Border Troops of the Russian Federation from the Baltic countries , Azerbaijan , Moldova , the organization of the protection of new Russian borders and cooperation in the border sphere with young CIS member states . When General Shlyakhtin was at the head of the Border Troops of the Russian Federation, groups of Russian border troops were formed in the Kaliningrad region , in Armenia , Georgia , Kyrgyzstan , Tajikistan and Turkmenistan .
On the initiative of Colonel General V.I.Shlyakhtin, in 1992, the development of a federal program for the formation and arrangement of the state border for the period up to 2000 began , which involved the abandonment of the principle of constructing the border according to the traditional scheme of tight military cover around its perimeter. The program provided for a differentiated approach, that is, the actions of border guards should be carried out adequately to the actions of the adjacent side.
On April 1, 1993, with the direct active participation of Vladimir Ivanovich, the Law of the Russian Federation No. 4730-1 “On the State Border of the Russian Federation” was adopted ( http://www.rg.ru/1993/05/04/gosgranica-dok.html ). He secured the sovereign right of Russia to its state territory, reflected the processes that took place in the country. The Law took into account the experience gained over decades of an integrated approach to the organization of border protection , clearly defined rules governing security measures on it, responsibility for offenses, as well as the powers of border guards and border troops.
11/08/1992, V. I. Shlyakhtin was awarded the military rank of Colonel General.
On July 27, 1993, he was relieved of the post of commander of the Border Troops [2] . The official reason is the tragedy of July 13, 1993 at the 12th Sarigory border outpost of the Moscow border detachment of the Russian Border Troops group in the Republic of Tajikistan .
