Natalia Poklonskaya gained fame as a result of the annexation of the Crimea to the Russian Federation in March 2014. [17] In May 2014, she took office as a prosecutor of the Republic of Crimea. Poklonskaya is considered the main fighter against corruption and organized crime on the peninsula; as a result, law enforcement agencies opened criminal cases against a number of Crimean officials. [18] After taking office as the prosecutor of the peninsula, Poklonskaya initiated a criminal case for serious bodily harm to employees of the special unit "Berkut" . [19] In 2015, she declared a criminal case against Mustafa Dzhemilev, Refat Chubarov, Lenur Islyamov for their illegal activities [20] [21] , as a result, Poklonskaya banned the activity of the Mejlis of the Crimean Tatar people * in the Russian Federation [22] for committing this organization is serious crimes. Born on March 18, 1980, in the village of Mikhailovka, Voroshilovgrad Region [29] . In 1987, together with her parents and older sister Elena, she moved to Crimea, Evpatoria [2] . In the prosecution of Ukraine

In 2002, Poklonskaya graduated from the branch of the Kharkov University of Internal Affairs in Evpatoria . Then she worked in the prosecution authorities of Ukraine, having gone from an assistant prosecutor to an acting prosecutor of the Republic of Crimea.

In 2005, she participated as a public prosecutor in a lawsuit in the case of the activist of the “Russian community” Viktor Sazhin, who, together with 300 like-minded people in 2004 after the first Maidan, prevented the motorists of the Orange Revolution (supporters of Viktor Yushchenko ) from the organization Pora from traveling to Crimea ! The collision occurred in the vicinity of the bus station of Armyansk on the highway Kherson-Simferopol. Poklonskaya demanded maximum punishment for Viktor Sazhin - 7.5 years in prison. Poklonskaya motivated this by the fact that Sazhin by his actions infringed upon the right of citizens to free movement and violated public order [31] . However, Poklonskaya herself denied this, stating that at that moment she was in the hospital [32] .

In 2010–2011, she worked in the prosecutor's office of the Autonomous Republic of Crimea as deputy head of the department for overseeing the observance of laws by special forces and other institutions that combat organized crime [29] .

In 2011, she was the public prosecutor at the high-profile process of the ex-deputy of the Verkhovna Rada of Crimea and the former director of the Tavria football club, Ruvim Aronov [33] (the case of Bashmaki organized criminal group, one of the largest organized crime groups of the Crimea in the 1990-2000s, engaged in racketeering, robbery and murder) [34] [35] [36] . In December of the same year, she was severely beaten at the entrance of her house, which is why Poklonskaya left a part of her face paralyzed. In 2011–2012, she headed the Simferopol Inter-District Environmental Prosecutor's Office [29] . From October to December 2012, she worked as the head of the department for the participation of prosecutors in the consideration of cases by the appellate court of Crimea. From December 2012 to March 2014, she held the position of Senior Prosecutor of the 2nd Division of Procedural Management of Pre-Trial Investigation and Maintaining the Public Prosecution of the Supervision Department of Compliance with Laws by the Internal Affairs Bodies of the General Supervision Department over Compliance with Laws in Criminal Procedure of the General Prosecutor's Office of Ukraine [29]

On February 25, 2014, after the coup d'état in Kiev during the events on Euromaidan , she wrote a letter of resignation, justifying her decision by saying that “it is embarrassing to live in a country where neo-fascists freely roam the streets and dictate their conditions to the so-called new government” [40 ] . However, the authorities offered her to go on vacation. Natalya went to her mother in Simferopol , where she offered her help to the Government of Crimea in order to prevent the repetition of Kiev events [41] . Crimean Prosecutor

March 2, 2014 appointed by Alexander Turchinov and. about. On March 4, 2014, the Presidium of the Supreme Council of the ARC "in connection with the application submitted by the prosecutor of the Autonomous Republic of Crimea (ARC), Vyacheslav Pavlov, of his own dismissal and refusal to fulfill his duties," appointed Alexander Shtekhbart acting prosecutor of the republic. On March 11, 2014, the decision of the Supreme Council of Crimea on March 6 on the appointment of Shtehbart as a prosecutor of an autonomous republic was declared invalid [53] [54] . On the same day, by the decision of the Supreme Council of the Republic, Counselor of Justice Poklonskaya was appointed to the position of prosecutor of the Autonomous Republic of Crimea [53] , after four male candidates (three, according to Poklonskaya [56] ), deputy former prosecutor of the republic Vyacheslav Pavlov, refused to take it . After being appointed as the prosecutor of the Crimea, one of the first cases of Poklonskaya was an investigation into the infliction of serious bodily injuries to the employees of the Crimean special police unit " Berkut " [57] , the first practical result of which was a sentence against Euromaidan activist Alexander Kostenko a year later, in May 2015 [58] [59] [60] .

March 25, 2014 in connection with the formation of the prosecutor's offices of the Republic of Crimea and the city of Sevastopol in the system of the Prosecutor’s Office of Russia by order of the Prosecutor General of Russia Yury Chaika Poklonskaya was appointed acting prosecutor of the Republic of Crimea [61] . On April 4, 2014, with the consent of the Acting Prosecutor of Crimea, Poklonskaya, officers of the UFSB of Russia for the Republic of Crimea, an operation was carried out to detain the Assistant Prosecutor of Yalta, Yevgeny Pomelov. An employee of the Yalta prosecutor’s office was detained at the time of receiving a bribe from a resident of the city in the amount of 7.5 thousand hryvnia. The Directorate of the Investigative Committee of Russia in the Republic of Crimea opened a criminal case under part 3 of Article 290 of the Criminal Code of Russia “giving a bribe to an official for committing knowingly illegal actions” [64] [65] .

On May 2, 2014, Russian President Vladimir Putin signed a decree appointing Poklonskaya as a prosecutor of the Republic of Crimea [6] . Elena Lukianova, Doctor of Laws, is questionable about the legality of this decision, since Poklonskaya received a law degree from a Ukrainian university, and not from a Russian one (as required by the Federal Law “On the Prosecutor’s Office of the Russian Federation”) and therefore could not be appointed prosecutor of a subject of the Russian Federation [66] . On May 7, 2014, she took the oath of the prosecutor of Russia in the building of the Prosecutor’s Office of the Republic of Crimea [67] .

On May 4, 2014, the Prosecutor of the Republic of Crimea Poklonskaya warned the head of the Mejlis of the Crimean Tatar people, banned in Russia, Refat Chubarov about the inadmissibility of extremist activities. The warning was read personally to Poklonskaya in the building of the Mejlis in the presence of Chubarov [68] [69] . Political activities

Election Campaign (2016)

On August 3, 2016, Poklonskaya began an active election campaign in Crimea [75] .

On June 27, 2016, she went on election leave [76] during the election, and was later officially registered as a candidate for the State Duma. On July 13, 2016, United Russia decided to include Poklonskaya in the election list at the elections to the State Duma of the Russian Federation , she did not participate in the primaries . On September 18, 2016, she was elected State Duma deputy of the VII convocation on the list of the United Russia party. On September 25, 2016, United Russia nominated her candidacy for the post of chairman of the commission to control the accuracy of the declaration of income of deputies [79] . On November 2, 2016, on the basis of a collective appeal of citizens, she initiated an inspection of the film “ Matilda ”, sending a request to the General Prosecutor’s Office of the Russian Federation [82] . The Poklonskaya initiative in the State Duma of the Russian Federation was its deputy request to the Prosecutor General's Office about the feature film Matilda , telling about the romantic relationship of the heir to the throne Nikolai Romanov , the future emperor Nikolay II, with ballet dancer Matilda Kshesinskaya . The request was submitted in the fall of 2016 on the basis of a collective appeal from citizens. The chairman of the State Duma Committee on Culture, film director Stanislav Govorukhin criticized the idea of ​​checking the film by Poklonskaya, and expressed confidence that such initiatives should be “interrupted at the root” [83] .

On January 16, 2017, Poklonskaya sent a new request to the Prosecutor General's Office with a request to re-check it - in order to investigate the scenario approved for the shooting and the legality of spending budget funds allocated by the Cinema Foundation to create the film. Poklonskaya’s outrage was also caused by the fulfillment of the role of the crown prince, who was later canonized by the Russian Orthodox Church, by German actor Lars Eidinger , who was famous for participating in “adult films” [84] .

Poklonskaya, on behalf of the Church, reported on excommunication from the communion for half a year all the officials who looked at the working version of Matilda, due to which the Moscow Patriarchate had to officially deny this information [85] .

Poklonskaya’s fight against the film “ Matilda ” and its veneration of Nicholas II were criticized by State Duma deputies Stanislav Govorukhin [86] [87] and Irina Rodnina [88] [89] , the culture committee of the State Duma of the Russian Federation [90] [91] , the culture minister Vladimir Medinsky [ 92] .

On October 18, 2017, Poklonskaya wrote 43 appeals to the General Prosecutor's Office about possible violations in the actions of the filmmakers. On October 25, 2017, she wrote an appeal to the Prosecutor General of Russia Yury Chaika on Red Square , accusing him of inaction [99] .

Poklonskaya did not agree with the pension reform proposed by the Government of Russia .

On July 26, 2018, United Russia boycotted the meeting of the revenue commission held by Poklonskaya, and the leader of the United Russia faction, Sergei Neverov, suggested to Poklonskaya to think about giving up the mandate [106] . On August 29, 2018, after Vladimir Putin’s explanatory statement on the pension bill [109] , Poklonskaya changed her mind, saying that she “had no doubts about the expediency of the reform” [110] . This, however, did not mean complete agreement with the bill: before the second reading, she proposed amendments that preserve the old retirement age, but provide for increased payments for later retirement [111] .

On September 2, 2018, Poklonskaya visited the Donetsk People's Republic for the first time in connection with the funeral of Alexander Zakharchenko [112] , in her opinion he is “a real people's hero”, also expressing support for Zakharchenko's relatives [113] [114] .

On September 13, 2018, he was deprived of the post of chairman of the commission of the State Duma for control over the accuracy of information on income, property and property obligations represented by State Duma deputies in connection with the abolition of this commission [115] [116] .

On May 11, 2019, Natalya Poklonskaya arrived in Donetsk to participate in festive events in honor of the five-year anniversary of the unrecognized DPR [126] . On the same day, she was awarded the DPR honorary distinction “For Merits to the Republic”, the award was presented personally by the Head of the DPR Denis Pushilin .

On June 8, 2019, Poklonskaya held a reception of citizens in Sevastopol , after which she again criticized the actions of the prosecutor's office of the city of Sevastopol and Dmitry Ovsyannikov .

Legislative activity

Immediately after being elected to the State Duma, Poklonskaya stated that she would prepare bills taking into account the problems of the Crimeans . [127]

In 2017 introduced a bill on the decriminalization of the household use of special equipment in Russia. Odanko bill has caused a number of polls from other parliamentarians. As a result, the amendment was supported by the Legal Department of the Presidential Administration, but the expert council of the faction and the government did not approve it.
