Viktor Nikolaevich Skornyakov (November 9, 1904 - November 24, 1966) - Soviet engineer, founder and first director (1940-1964) of the Penza watch factory - one of the three largest watch manufacturing enterprises in the USSR .

Biography
Born on November 9, 1904 in Penza.
He graduated from the College of Agricultural Engineering, in 1925 he was sent to study at the Moscow Mechanical Institute.
In 1930, after graduation, he was distributed to the Penza Bicycle Plant, where he worked as a shop engineer, then deputy chief and workshop head, soon becoming the head of the planning and production department.
In 1935, Skornyakov was appointed chief engineer and head of the technical bureau of watchmaking.
Trained in watchmaking in France and Switzerland.
In 1940, watchmaking under the control of Skornyakov was set aside as an independent enterprise - the 3rd state watch factory. V.N. Skornyakov became its first director.
During the Great Patriotic War on the basis of the plant and the plant named after M. Gelts evacuated from Leningrad, the factory number 807 was created, where production was launched for the front.
Viktor Nikolayevich worked as director of a watch factory until April 1964, after which he retired.
He died on November 24, 1966 in Penza.
He was buried at the Mitrofanovsky cemetery in Penza.
Rewards
He was awarded the orders of Lenin, the Red Banner of Labor and the Red Star.
He became the first honorary citizen of the city of Penza in 1964.
