Biography
In 2000 he graduated from the Donetsk State Academy of Management , where he studied since 1995, specializing in finance and credit [2] . He got his second higher education at the National Law Academy of Ukraine (2007) [3] .
The initial stage of Khomutynnik’s life took place in his native Makeevka, a satellite city of Donetsk [4] . At 15, he began to do business, becoming a " shuttle " [5] [6] . In 1993, he founded his first business - the private enterprise Cascade [6] , which over time was transformed into a diversified investment holding, which is currently operating. [7]

In 1998-2002 Deputy of the Central City District Council of Makeyevka, Chairman of the Planning and Budget Commission.

In May 2002, he was elected deputy of the Verkhovna Rada of Ukraine in the majority district in Makeevka, and was nominated by the bloc “ For United Ukraine!” ”, Became the youngest parliamentarian [6] . Then he was elected from the Party of Regions as People's Deputy V (No. 15 on the list), VI (No. 91 on the list) and VII convocations (No. 23 on the list). In parliament, he chaired a committee on finance, banking, tax and customs policy (2011-12) and a committee on tax and customs policy (2010-11, 2012-2014).
In 2003-2005 Advisor to the Prime Minister of Ukraine. In the 2004 presidential election, the proxy of candidate V. Yanukovych [2] .
On February 21, 2014, he left the Party of Regions, in which he had been a member since 2001, and since 2003 he headed its youth organization [2] , was a member of the Party’s Political Council [5] . He was one of the founders of the deputy group “Economic Development” that existed in February-November 2014 ( Ukrainian, “Economic Development ” ), and was its co-chair [8] .
In October 2014, he was elected as a deputy of the Verkhovna Rada of the VIII convocation as a self-nominee in the district in the city of Kharkov. He was the chairman of the Vozrozhdeniye deputy group ( Ukrainian deputy group "Party vіdrodzhennya" ). In June 2015, he joined the presidium of the political council of the Renaissance party , which merged with the parliamentary group of the same name [9] . He took part in the conflict around the state-owned enterprise "Ukrtransnafta" on the side of the oligarch Igor Kolomoisky [10] .

It has a joint gas production enterprise with the Ukrainian billionaire Igor Kolomoisky [7] . In October 2015, acquired a 5% stake in the largest Ukrainian oil refinery - Kernel Holding [7] . Khomutynnik has repeatedly become a participant in stories in connection with the publication of SMS correspondence with various government officials. On February 4, 2015, during a meeting of the Verkhovna Rada, journalists took pictures of the deputy’s correspondence with the governor of the Odessa region Igor Palitsa . It discussed cash schemes and arrangements related to customs . This was one of the reasons for the dismissal of the leadership of the State Fiscal Service [12] [12] [13] .
On September 5, 2017, the chairman of the Vozrozhdeniye Party deputy group, Vitaliy Khomutynnik, decided to leave the post of head of the group for the period of the investigation of the General Prosecutor's Office of Ukraine and verification of the State Fiscal Service of its declarations. The deputy explained that his decision was connected with the desire to avoid political pressure on the deputy group [14] . In early November, the Prosecutor General's Office closed the criminal proceedings in the case of a possible tax evasion by the deputy of the Verkhovna Rada from the Vozrozhdeniye Party group, Vitaly Khomutynnik [15] . Now he is co-chairman of the deputy group "Party" Renaissance "".
He speaks English, is fond of sports and travel [2] .
December 25, 2018 was included in the list of persons against whom Russia imposed sanctions [16] .
