Federal Targeted Program "Research and Development"

The federal target program is carried out in accordance with the Priority directions (the abbreviated name is PN, the full name is the Priority directions of development of science, technology and technology in the Russian Federation). PN are formed in accordance with the "Fundamentals of the policy of the Russian Federation in the field of development of science and technology for the period up to 2010 and further perspective" (Decree of the President of the Russian Federation of March 30, 2002 No. Pr-576)

The list of PN is developed by the Ministry of Education and Science of the Russian Federation taking into account the recommendations of the federal executive bodies and with the involvement of the scientific community. Approves the list of Mon President of the Russian Federation. The PN list is updated approximately every 5 years in conjunction with Critical Technologies at the federal level . Taking into account the approved list of PN, the activities of institutions involved in ensuring scientific activity in the country are carried out, including the formation of Federal target programs of ministries and departments, a fundamental research program of the Federal Agency for Scientific Organizations is being developed, and competitions of the Russian Foundation for Basic Research and the Russian Science Foundation are being announced.

In accordance with the current list of Priority areas, the following expert groups belong to the civil engineering sector:

1. nanosystem industry;
2. information and telecommunication systems;
3. life sciences;
4. rational nature management;
5. transport and space systems;
6. energy efficiency, energy conservation, nuclear energy.

When considering proposals for the implementation of projects, the Expert Groups are guided by criteria, the main of which are:

1. the presence of the result of work, separable from the contractor, clearly formulated technical requirements for the result;
2. the difference between the technical characteristics of the result from analogues, providing its advantages (the presence of "inventive step");
3. the presence of a (published) backlog confirming that the result is achievable;
4. Confirmed by financial participation (co-financing) interest as a result of industrial partners.

A specific feature of the implementation of the FTP FTP is the need to involve an industrial partner in the work, who is ready to co-finance part of the work. Co-financing can also be carried out by the project executor, spending their own or borrowed funds. The amount of extrabudgetary funds raised is the main indicative indicator of the effectiveness of the program. It is assumed that investing their own funds (along with state ones) disciplines performers, allows them to focus more on a practically significant result, with promising commercialization. Such an approach distinguishes the Federal Target Program of IR, both from the funds that finance basic research, where extrabudgetary funds are not required, and from development funds, where state funds should be returned.

An industrial partner is an enterprise in which resources (equipment, labor, technology, raw materials, materials, energy, information resources) are combined into a production process with the goal of producing products or providing services. Extrabudgetary funds are understood as own funds (for budgetary organizations - funds received from income-generating activities, the expenditure of which does not contradict the Budget Code of the Russian Federation, for other organizations - cash and non-financial assets held in the respective accounting accounts), including:

• depreciation of fixed assets and intangible assets used in the performance of work ^[1] .
