Biography

Graduate KPI . He graduated from the Faculty of Electronics in 2001 with a degree in Microelectronics and Semiconductor Engineering.

From 1998 to 2014, he was engaged in business and worked in senior positions of non-state and private companies (for six months, from May to October 2010, he served as the Director of the Ukrrybproekt Fisheries and Industry Design Institute and in the State Committee of Fisheries of Ukraine under the Ministry agrarian policy of Ukraine). He was director of the Center-K PE (1998–2003, restaurant and hotel business), head of the Q-Service group of companies (2003-2007, marketing, advertising, sales and design), deputy head of the Itera group of companies (2007 —2008, construction), director of Promlogistics LLC (2008–2009, metallurgy), director of Commerce and Industry Holding LLC (2009-2010, oil and gas trade). At the same time he conducted consulting activities in the field of marketing , advertising and sales. From 2010 to 2013, he was the owner of the Stolnik car center, but after certain events, the business vector changed and Bulatov began to deal mostly with consulting.

He is engaged in wakeboarding [1] , took part in national competitions in this sport.

In early 2013, he created the social organization “Socially Responsible Society”. Together with the Ukrainian Forum of Philanthropists, this organization launched a National Rating of Philanthropists. In April 2013, he was one of the organizers of the action for the dismantling of points for the sale of alcohol in the Kiev park "Muromets" . In September 2013, Bulatov agitated for a ban on holding alcoholic festivals on the sports fields.

He is married, has two sons and a daughter.

Auto Maidan

On November 30, 2013, after learning about the violent dispersal of Euromaidan, Dmitry Bulatov, together with his friend Alexey Gritsenko, decided to organize a rally in Kiev to attract people to protest. On the very first day, about 300 motorists took part in the rally, among whom were both Bulatov's friends and those who joined the gathering process. On the morning of December 1, 2013 Bulatov with other participants of the action (in particular, with Vasily Futin, Tatiana Chornovol, Andrey Dzindzei, Vladimir Kadura and others) met at the monument to the founders of Kiev. There, participants in the new movement agreed among themselves on the distribution of responsibilities, which was the beginning of Avtomaydan [2] .

Bulatov was the organizer and participated in the majority of Avtomaydan’s actions, in particular, in trips to Mezhigorye [3] , visits to a number of other high-ranking officials [4] and to the commander of the company “Berkut” [5] , as well as in blocking the “Berkut” in Svyatoshinsky near Kiev [6] .

Disappearing in January 2014

On January 23, 2014, during the events of the Euro-Revolution in Ukraine, Avtomaydan activists announced the unexpected disappearance of Dmitry Bulatov [7] . He last contacted him on the evening of January 22. On January 23, at about 4:00 am, employees of the “Berkut” detained at least 15 Avtomaydan activists patrolling Kiev City Clinical Hospital No. 17 and smashed nine cars. [eight]

Avtomaydan announced a reward of $ 10 thousand to the one whose information will help find Dmitry Bulatov and save his life. Subsequently, this amount was increased to $ 25 thousand [9] .

On January 30, 2014, Dmitry Bulatov contacted friends and reported that he was kidnapped, tortured and crucified [10] by unknown persons who spoke with a Russian accent [11] . After lengthy torture, he was taken out of town and thrown out of the car. Dmitry was able to get to the village of Vishenki, Boryspil district, and ask for help [12] [13] . On the same day, Bulatov was hospitalized at the Boris clinic, where he was provided with medical assistance.

According to Petro Poroshenko , Dmitry Bulatov [14] , Alexander Danilyuk and Alexey Gritsenko [15] were listed by the Ministry of Internal Affairs as a list for orientation by last name and photo, which was noticed by border guards [16] . On February 2, 2014, the Shevchenko district court of Kiev refused to satisfy the investigation’s request for the arrest of Dmitry Bulatov [17] . On the same day, Bulatov left for treatment in Lithuania [18] [19] . After treatment, Bulatov went to Germany to visit relatives. February 24, 2014 Dmitry Bulatov returned to Ukraine [20] .

For 2015, the Ministry of Internal Affairs of Ukraine led the investigation into the abduction. [21] The investigative team considered five versions. [22] Including in order to intimidate in connection with social and political activities.

One of the leaders of Avtomaydan, Sergey Poyarkov, in November 2014 on Radio Vesti stated that there was no abduction. [23]

According to activist Ksenia Skoda, Bulatov spent all the time “kidnapping” at the dacha of a millionaire, President of the Wakeboarding Federation and the water-skiing sport of Ukraine Yuri Zozuli [24] .

Political career

February 27, 2014 Dmitry Bulatov was appointed Minister of Youth and Sports of Ukraine in the government of Arseniy Yatsenyuk. During his work, he minimized the administrative expenses of the department [1] . He initiated the reform of sports and physical education. [25]

He refused to participate in the parliamentary elections in autumn 2014 due to the unwillingness to create political and financial obligations to political parties [1] .

In May 2015, he was mobilized for service in the armed forces of Ukraine [26] . July 22 was injured in the area of Happiness Lugansk region [27] .
