Technopolis "Moscow" is a complex of buildings in the Southeast District of Moscow , near the Tekstilshchiki metro station, in the territory of the former AZLK plant. Since April 2017, it has been one of the five sites of the Technopolis Moscow Special Economic Zone [1] .

The property complex of Technopolis “Moscow” includes buildings located on an industrial land plot with a total area of 32.44 hectares. The total area of production facilities is 335,000 m², administrative and office - 37,000 m² [2] .
The development of technopolis is supervised by the Department of Science, Industrial Policy and Entrepreneurship of the Government of Moscow .
History
Technopolis "Moscow" was created on the territory of the former automobile plant named after Leninsky Komsomol (AZLK) . After the bankruptcy procedure was launched in 2006, the three largest owners appeared on the territory of the plant: Avtoframos OJSC, IFC Metropol LLC and the Moscow Government, which transferred their property to the State Unitary Enterprise Construction and Operation of Industrial Facilities ( State Unitary Enterprise Stroyexprom.) On December 1, 2017, the management company State Unitary Enterprise Stroyexprom ceased its activities in connection with the reorganization in the form of transformation into the Technopolis Moscow Joint Stock Company.
In July 2010, on the site of the AZLK, the Moscow Government created the Moskvich Innovation Development Territory (TIR Moskvich).
In December 2012, the Moskvich TIR was given the status of Technopolis and the name Moscow was fixed.
In 2013, a special working group on the development of Technopolis “Moscow” was created in the Council for the Development of Innovations of the Government of Moscow [3] . The working group included leading experts from Russia, the USA, Canada, Germany, France in the field of promoting innovation and creating specialized territories. They advise the Moscow Government on the chosen development strategy of Technopolis, taking into account the best world practices of industrial redevelopment and the creation of specialized innovative territories. The chairman of the working group was Esko Aho , a senior adviser to NOKIA Corporation, a former Prime Minister of Finland.
In 2012 and in 2013, Moscow Mayor Sergei Sobyanin visited Technopolis “Moscow” [4] . In August 2013, Deputy Prime Minister Dmitry Rogozin , the head of Rosatom Sergey Kiriyenko, and the Minister for Open Government Affairs Mikhail Abyzov visited Technopolis.
In February 2014, Technopolis “Moscow” was visited by [5] Minister of Industry and Trade Denis Manturov .
On July 3, 2014, Moscow Mayor Sergei Sobyanin [6] visited Technopolis “Moscow” in order to open a new production - a line for the production of electronic optics elements based on microelectromechanical systems of the company “ Mapper Lithography ” (Netherlands). Mapper Lithography is a portfolio company of RUSNANO Management Company LLC.
On September 13, 2014, with the support of the Moscow City Department of Culture , the Graffiti Festival was held as part of the Best City of the Earth Festival in Technopolis “Moscow” [7] . The festival was timed to coincide with the completion of the largest graffiti painting in Russia, with an area of 7,200 m2, and the theme was innovation. The established record was entered in the Russian Book of Records [8] .
In October 2014, the Annual International Forum and the Open Innovations Exhibition [9] took place on the territory of Technopolis, in which more than 15 thousand participants from 70 countries took part. The official partner country is China . On the first day of the Forum, the heads of the governments of Russia and China Dmitry Medvedev and Li Keqiang participated in the III Moscow International Forum of Innovative Development “Open Innovations” and got acquainted with the exposition of the Open Innovations Expo.
November 24, 2014 in Technopolis "Moscow" was a public opening of infrastructure projects created by the Moscow Government to support high-tech companies in the capital [10] . A block of cleanrooms was opened for companies operating in the field of microelectronics with an area of 5,100 m 2 and biopharmaceuticals with an area of 2,100 m 2 . The Hackspace Center for Engineering and Industrial Design was publicly presented for engineers involved in technological developments, as well as the Center for Robotics and Automation. The Government of Moscow has invested more than 1 billion rubles in these projects [11]
In February 2015, the Technopolis-Expo exhibition center opened with an area of more than 5,000 m2. The center will become a venue for exhibitions of both innovative topics and specialized ones in the fields of art-engineering and art-science. [12]
On June 19, 2015, the HSE Prototyping Center launched the new MakersClub project at the HackSPACE venue in Technopolis Moscow.
In July 2015, an educational and assembly center for drones was opened in Technopolis Moscow.
September 25, 2015 in Technopolis "Moscow" was the Russian stage of the international engineering competition "Formula Student".

In early December 2015, Technopolis was visited by the Minister of Education and Science of the Russian Federation Dmitry Livanov and opened the national exhibition-forum "Vuzpromexpo 2015" [13] .
In December 2015, the All-Russian Open Data Summit was held in Technopolis Moscow with the participation of the Minister of the Russian Federation on Open Government Mikhail Abyzov [14] .
In mid-December 2015, Moscow Mayor Sergei Sobyanin visited Technopolis Moscow [15] .
December 11, 2015 in Technopolis, a new production company, NeoPhotonics, a world-wide developer and manufacturer of photon integrated circuits for telecommunication equipment, opened. The company was opened by Arkady Dvorkovich, Deputy Chairman of the Government of the Russian Federation, and Anatoly Chubais, Chairman of the Board of RUSNANO Management Company LLC [16] .
May 25, 2016 Igor Ishchenko, General Director of Technopolis Moscow, and Jean-Louis Stazi, President of Schneider Electric signed an agreement "On cooperation and organization of interaction between the parties on the innovative development of the infrastructure of Technopolis Moscow". Moscow Mayor Sergei Sobyanin was present at the signing [17 ] .
In May 2016, the Engineering Center of the ABB world concern was opened in Technopolis Moscow. The opening was attended by Natalya Sergunina , Deputy Mayor of Moscow in the Moscow Government on economic policy and property and land relations [18] .
Characteristics of Technopolis “Moscow”
After the bankruptcy of the AZLK, three buildings of the plant were transferred to Technopolis "Moscow": the main car assembly shop, the press shop and the power unit. Five more AZLK buildings and structures were acquired by the Moscow Government and later incorporated into Technopolis Moscow. The purpose of the development of Technopolis "Moscow" is the formation of an innovative ecosystem of the city of Moscow and the creation of new jobs in modern high-tech industries and in innovative companies.
The objectives of Technopolis are to create a convenient infrastructure for the development of innovative companies in Moscow, including the provision of production and office space for long-term leases, as well as the integration of Technopolis residents in the support programs for innovative industrial production provided by the Moscow Government.
The territory of Technopolis includes:
- Industrial premises;
- Engineering infrastructure;
- Scientific and innovative customs post and temporary storage warehouse ;
- "Clean rooms" for biopharmaceuticals and microelectronics;
- Logistics center;
- Congress Center
- Administrative and office services and facilities, as well as Hackspace.
The management company achieved positive net profit in 2014.
At the beginning of 2016, commercial investments in the Technopolis Moscow property complex amounted to 12 billion rubles, of which 9.8 billion were investments by residents and tenants of Technopolis Moscow in launching their own production and 2.2 billion rubles were investments of Sberbank of Russia . The management company attracted budget financing in the amount of 5.3 billion rubles. and borrowed funds of 3 billion rubles. on the creation and development of the infrastructure of a technopolis. The actual investments of residents in the site amount to more than 30 billion rubles. Payback on budget investments is achieved through tax deductions from the management company and residents of the technopolis.

Resident status can be obtained by both companies with Russian and foreign participation. When assigning resident status, priority is given to companies producing high-tech products. The list of priority clusters includes:

Benefits and preferences for residents of the Technopolis Moscow Special Economic Zone
Since 2013, residents of Technopolis "Moscow" receive benefits and preferences [19] established by the Moscow Government, including:
- Separate customs post in the territory;
- A simplified system of interaction with government bodies;
- No property tax for 10 years from the date of registration;
- No transport tax for 10 years from the date of registration of the vehicle;
- Duty-free import of goods and equipment;
- Profit tax reduced to 2%.
