Guseva, Irina Mikhailovna

In 1994 she graduated from the Volgograd Pedagogical Institute named after Serafimovich with a degree in “Teacher of history and socio-political disciplines”. After graduation, she worked as a history teacher at school No. 3 of the working village of Srednyaya Akhtuba , and later became the head teacher of educational work. In 1999, she was appointed director of the Ozerskaya Basic School of Public Education in the village of Third Decisive . From 2000 to 2001, she worked as the director of the public educational institution “Sredneahtubinsk secondary school No. 3 named after M. Gorky”. In 2000, Irina Guseva received the specialty "Manager in the social sphere." Earlier - in 1998 and 1999 - she took advanced training courses in management ^[2] .

In 2001, she began working as chairman of the education, youth policy and sports committee of the Sredneahtubinsk district administration.

December 7, 2003 was elected deputy of the Volgograd Regional Duma from the party "Communist Party" ^[3] . By 2009, Irina Guseva changed her political preferences and was elected to the Volgograd Regional Duma from the United Russia party. ^[4] On September 17, 2013, she resigned ahead of schedule as a deputy of the Regional Duma in connection with the election of Volgograd as a deputy of the City Duma and her subsequent election as Head of the city (Chairman of the City Council) ^[5] .

On September 18, 2013, immediately after being elected to the post of the chairman of the city duma, Irina Guseva turned to the head of the Main Directorate of the Ministry of Internal Affairs for the Volgograd Region, Alexander Kravchenko, about the mass rally of opponents of fraud in the elections to the city duma. Guseva, in particular, asked to take the necessary response measures in relation to citizens, “bring them to administrative and criminal liability, and also ensure that such events are not repeated”. At the same time, the deputy of the regional Duma emphasizes, Irina Guseva called the meeting of deputies with citizens “an illegal rally”. However, law enforcement authorities did not see any violations of the law in the actions of the protesters; no measures were taken against them. In the letter of Irina Guseva there are no references to violation by individuals of any norms of Russian law. According to the deputy of the Volgograd Regional Duma Nikolai Parshin, “in this case there is an attempt by an interested person - the head of Volgograd I. M. Guseva to use pressure on the law enforcement agencies to influence citizens who dare to express their doubts through them in the legality of the election of deputies of the Volgograd City Council of the V convocation and Guseva I. M. - in particular ” ^[6] .

During the heavy snowfalls of the winter of 2013-2014, videos appeared on the Internet in which the head of the city visits various institutions of the city, for example, pharmacies, and under the threat of termination of entrepreneurial activity requires the employees of such organizations to independently clear the snow on the adjacent territory. Already in February 2014, the Central District Court of Volgograd declared unlawful the decision of the Volgograd City Council No. 79/2436 of July 16, 2013 “On the Rules for Improvement of the Territory of the Volgograd City District”, which entrusted individuals and legal entities with the responsibility for cleaning the territories adjacent to them land plots ^[7] .

In 2011, Irina Guseva participated in the elections to the State Duma of the Russian Federation of the VI convocation according to the list of the United Russia party, but did not go to the Duma according to the results of the distribution of seats ^[8] . On July 23, 2014, she resigned as head of the Volgograd Head of the Year in connection with receiving the vacant mandate of Dmitry Konkov, who resigned as the deputy of the State Duma. She was registered as a deputy of the State Duma of the VI convocation on July 30, 2014, and joined the United Russia fraction ^[9] .

On September 18, 2016, she was elected as a deputy of the State Duma of the Russian Federation of the VII convocation from "United Russia" in the Volga single-mandate constituency No. 84 ^[10] .

From 2014 to 2019, during the exercise of the powers of a deputy of the State Duma of the VI and VII convocation, she co-authored 209 legislative initiatives and amendments to draft federal laws ^[11] .
