Biography
By nationality Latvian . Joined the RCP (b) in 1917.
In the Cheka-OGPU-NKVD
Since 1921, the head of the Internal Prison of the Cheka-GPU-OGPU and the prison department of the Administrative and Organizational Department of the OGPU. Later, at the same time, the commandant of the Butyrka prison and the Suzdal political isolator. Among the Chekists he was known for particular cruelty; for example, he could shoot a prisoner right in the prison cell, motivating the intentional killing with a “state of self-defense” [3] .
So the former Social Revolutionary , a prominent business executive V. Kh. Brunovsky, who spent three years on death row on Lubyanka, recalled that in May 1924 he heard noise, screams and revolving shots: it turned out that seven anarchists rebelled when they were put to death, “ “They showed strong resistance, and as a result, 4 anarchists and 1 bandit were personally shot by Dukis on the site of the stairs of the second floor, and 14 people were killed in the basement of the prison in the bathhouse.” A few weeks later, while the commandant walked around the cells, one of the anarchists hit Dukis with a copper kettle on the head in protest against the prison regime. In response, Dukis shot and killed the attacker and his cellmate [4] .
On this occasion, based on the complaint of Nekvas, a commission was created: In connection with its work on June 12, 1924, Felix Dzerzhinsky wrote:

Dear comrade! Dukis is the most dedicated comrade. I do not mind the commission and its composition. But when the whole criminal punks arranged a concert for the whole quarter, we gave the order to take all necessary measures of influence to stop the outrages. The question was not about the hunger strike, but about an unprecedented cat concert. Prison is a prison. It is definitely necessary to investigate the complaint, but I know Dukis and I am calm for his fate, he is the most devoted member of the party and the unborn jailer.

- From September 25, 1931 to November 6, 1931, he temporarily acted as the head of the Solovetsky camps .
- From November 20, 1931 to August 3, 1932, the head of the Sarov Special Quarantine Camp of the OGPU. Filmed "for failure to eliminate ugliness in the camp" [6] .
- From December 22, 1934 - June 27, 1938 - head of the department of places of detention of the State Security Bureau of the People's Commissariat of Internal Affairs in the Leningrad Region [7] .
- On June 27, 1938 he was dismissed altogether with the exception of accounting in accordance with Art. 38 paragraph “c” (namely, “the inability to use at work in the General Directorate of State Security”) [8] .
- July 29, 1938 arrested. On October 13, 1939, the case was dismissed, released [8] .
- In 1941-1942, he headed the 3rd camp division of Usollag , later in ITL No. 3 of the construction of the GUSHOSDOR [9] .
- Since 1943 - lieutenant colonel of the GB [9] . Personal pensioner of national importance [10] .
He died in 1966, was buried at the Novodevichy cemetery in Moscow (3rd section) [2] .
