A customs carrier is a transport company authorized by the Federal Customs Service (FCS) for international freight traffic, in which foreign goods are transported through the customs territory of the Customs Union without paying customs duties. The FCS maintains a register of customs carriers, and the transport company issues a certificate of inclusion in the register of customs carriers with a unique number 10000/0363. Requirements
The main conditions that a transport company must meet to be included in the register of customs carriers:
- general taxation form
- international freight should be carried out for at least 2 years
- own fleet of vehicles approved for international transport
- provision of security at the FCS for payment of customs payments in the amount of at least 200'000.00 Euro.
Required Documents
The list of documents provided to the FCS for inclusion in the register of customs carriers:
- application to the FCS of Russia with a request for inclusion in the Register;
- information on the name, legal form, location (mailing address and other contact details), open bank accounts of the applicant;
- information on the term for the applicant to carry out activities on the international transport of goods;
- information on vehicles owned and used by the applicant for international transportation (total number, information on the approval of these vehicles for the transport of goods under customs seals and seals), which the applicant is supposed to use when carrying out activities as a customs carrier, including vehicles suitable for the transport of goods under customs seals and seals;
- information on ensuring the payment of customs duties and taxes provided in accordance with subparagraph 2 of Article 19 of the Customs Union .
The application for inclusion in the Register of customs carriers is accompanied by permits:
- constituent documents of the applicant;
- a document confirming the fact of making an entry about the applicant in the Unified State Register of Legal Entities;
- certificate of registration of the applicant with the tax authority;
- documents confirming the applicant's right of possession and use of vehicles of international transportation, which are supposed to be used in carrying out activities as a customs carrier;
- certificates of approval for vehicles of international transport to transport goods under customs seals and seals, if any;
- documents confirming the provision by the FCS of Russia of security for the payment of customs duties and taxes in an amount equivalent to at least two hundred thousand euros at the exchange rate of the Central Bank of the Russian Federation on the date of provision of such security;
- confirmations from banks about the applicant's accounts opened in them;
- CMR cargo transportation agreements confirming that the applicant carried out cargo transportation activities for at least two years on the date of application to the FCS of Russia .

Alternative options for transporting goods that have not passed customs clearance:
