The 1991 USSR Championship among the teams of the second league masters was held in the same way as in the previous season. In three buffer zones - western, central and eastern, 22 teams competed. The remaining second-league teams were divided into ten republican zones, compiled on a territorial basis.
In zone 1, there were teams from Ukraine . Within the championship, the champion of the Ukrainian SSR was determined. The tournament was held from April 7 to November 12, 1991. The last in the history of the champion of the republic was the team Oilman (Akhtyrka) .
