Pupil of Odessa football. The representative of the football family. Brothers Nikolai and Mikhail were also footballers. Mikhail in the 1950s became the referee of the All-Union category [2] , and Nikolai played for the Stalingrad Dynamo .

During the Battle of Stalingrad, he worked on the HF communications at one of the headquarters. [3]

In 1946, George Shlyapin was awarded the title of judge of the republican category in football and hockey. [3]

On May 15, 1947, he judged the USSR Championship match between the Stalingrad Tractor and the Moscow Air Force . The head coach of the Air Force team Anatoly Tarasov violated the rules, as he was standing outside the goal of his goalkeeper and constantly prompting the players, instructed the referee and actively intervened in his actions. The trainer ignored the repeated demands of George Shlyapin to leave the restricted area. The director of the stadium Rudin had to intervene. The stadium director asked the coach not to break the rules and move away from the goal. In response, Anatoly Tarasov committed a hooligan act against the director of the stadium, and Air Force footballers who ran out of the field pounced on him. This unprecedented incident provoked the indignation of all the spectators who rushed to the scene of the incident. The police could not stop the flow of fans. In the 83rd minute, with a score of 2: 2, the match referee Georgy Shlyapin stopped the game and took the team off the field.
