In the season of 1990 , in competitions among the teams of the masters of the second league, significant changes occurred. Three buffer zones were created - the western, central and eastern, each involved 22 teams. The winners of each of these zones received the right to play in the first league next season. The Ukrainian teams, which ranked from first to ninth in the previous season , as well as Lviv Karpaty and Halychyna from Drohobych , competed in the western buffer zone. Another 187 teams of the second league, not included in the number of teams serving in the buffer zones, were divided into 10 territorial zones.
In zone 1, nineteen teams from Ukraine competed for the title of champion of the Ukrainian SSR , which, following the results of the championship, became the team of Zaporizhzhya Torpedo . The winner, as well as the silver medalist of the competition - “Shipbuilder” from Nikolaev , received the right to play in the buffer zone next season.

Championship Results
Championship of the Ukrainian SSR was held from April 8 to November 4. A total of 342 matches were played in the tournament, in which the players scored 769 goals (an average of 2.25 per game). The best scorer was the forward of the Shipbuilder Sergey Morozov , who scored 20 goals, and the most efficient team and the winner of the Ruby Cup prize was the Kherson Kristall .
