Biography

Born on October 20, 1961 in the village of New Shimber of the Atninsky district of the Tatar ASSR .

He graduated from Kazan State University in 1984 and the Academy of the Federal Security Service of Russia in 1999 .

  • In 1984 - 1987 - investigator, senior investigator of the Department of Internal Affairs of the Soviet district executive committee of Kazan .
  • 1987–1991 - Senior Assistant, Instructor, Department for the Work of the Executive Bodies of the Council of Ministers of the Tatar ASSR .
  • In 1991-1992 , he was Assistant to the President of the Republic of Tatarstan .
  • In 1992-1995 , he was Head of the Directorate of the Special Police Service under the Ministry of Internal Affairs of the Republic of Tatarstan.
  • From 1995 to 1998, he was in active military service in leading positions in the Federal Guard Service of the Russian Federation .
  • From June 1998 to April 2012 - Minister of the Interior for the Republic of Tatarstan .

By the decree of the President of the Russian Federation of May 6, 2011 he was given the rank of Lieutenant General of Police [1] .

On May 28, 2012 he was appointed to the post of Deputy Prime Minister of the Republic of Tatarstan.

On August 23, 2013 he was appointed Head of the Office of the President of the Republic of Tatarstan .

Personal life

He is married, has two daughters and a son.

He is fond of volleyball , hunting.

Criticism

In March 2012, a member of the Public Chamber of Russia Anatoly Kucherena demanded that Safarov be dismissed from the post of head of the Ministry of Internal Affairs of Tatarstan for justifying medieval torture, in particular Asgat Akhmetovich wrote the following [2] :

Let humanists throw stones at me. But my deep inner conviction: having taken someone else’s life, the criminal must pay with his own. And it is still very humane. Medieval cruelty had a logical explanation - if you can’t execute a murderer several times, this is too easy a punishment, then you can take your life as painfully as possible - for the edification of everyone else.

In the end, the aptly fired “humanist” Kucherena stone led the “inquisitor” Safarov to dismissal of the Minister of Internal Affairs for the Republic of Tatarstan, but the main reason for the resignation of Safarov was the death of the detainee in the Dalniy police department and subsequent numerous complaints from victims of the actions of the Tatarstan police [ 3] .
