Elections to the Libyan Constitutional Assembly (February 2014)

Elections to the Libyan Constitutional Assembly were held on February 20, 2014 . [1] Elections were called by decision of the General National Congress . In the election, 60 members of the Assembly will be elected out of 650 candidates, who will have to prepare a draft Constitution of the country within 120 days, which will determine the basic principles of governance, systems of government, the status of tribes, and the place of Sharia law. Then the document will be put to a referendum.

Candidates for the Constitutional Assembly were nominated from October 6 [2] to November 11, 2013 . [3] The assembly will include 20 members from each of the three regions of Libya: Tripolitania , Cyrenaica and Fezzana . [2] It is expected that the commission will work on a draft constitution from March to July 2014, [4] which will then be put to a referendum.

Campaign

Voter registration was carried out via SMS and lasted until January 1, 2014 . A total of 1,001,910 voters were registered [5] , three times less than in the elections to the interim parliament in 2012 , although 3.4 million people were entitled to vote in the country. The elections were boycotted by the Berbers and Tuba , although 14 Tubu people registered as candidates. [6]

Voting

One and a half thousand polling stations opened at 08:00 (11:00 Moscow time), the vote lasted until 19:00. Voting took place against a background of enhanced security measures. On the night before voting at five polling stations in the east of the country, in the city of Derna, located on the Mediterranean coast 150 km from Benghazi, explosive devices went off, but there were no casualties, however, the polls were seriously damaged. As the head of the election commission, Nuri al-Abbar, said: “five voting offices were attacked, so today they were not opened” [7] . As a voter from Benghazi says:

 We came here, remembering the martyrs who shed blood in the name of the ideals of the February 17 revolution. One of them is the creation of the rule of law, and today, thank God, we are starting the path to democracy and freedom. [eight] 

In some places where there were problems with the voting, re-elections will be held on February 26, 2014. [9]

Results

On February 26, results were published in 10 constituencies in which 39 seats of the Constitutional Assembly were distributed. [10] By March 2, 47 results were announced. [eleven]
