Omar Domingo Rubens Graffigna ( Spanish: Omar Domingo Rubens Graffigna ; April 2, 1926 , Carrisales [1] , Santa Fe Province ) is a former Argentine Air Force officer who was part of the second military junta during the dictatorship, the National Reorganization Process .

Biography
Graffinha was appointed chief of the Argentinean Air Force General Staff following a coup in March 1976 . He initiated the creation of the Condor missile program during their tenure and in 1978, Cóndor I meteorological rockets were converted into tactical , albeit without a complex guidance system.
Graffinia replaced Brigadier General Orlando Agosti as Air Force Commander-in-Chief in January 1979, continuing his policy that served as a mitigating counterweight to the Navy’s tough line.
Graffinier was charged with abduction, torture, robbery, intrusion into private property and forgery of official documents at the historic Junta Court in 1985. His case compares favorably with many others in this process, when a court decision decided to consider separately the fault of each of the 3 branches of the Armed Forces of Argentina in each individual case. Graffinha and his successor as commander in chief of the Air Force, General Basilio Lamy Doso, were acquitted on all counts [2] .
In 2003, an arrest warrant was again issued for Graffigny by Argentine judge Rodolfo Canicoba Corral in accordance with a request to extradite Judge Balthasar Garzón to Spain , Graffigna was charged with crimes against humanity [3] .
The Spanish Prime Minister, Jose Maria Aznar , who at first considered his extradition unfounded, hesitated to issue a warrant. However, in 2005, the Supreme Court of Spain decided to start the extradition process [4] . Graffinha and Lamy Doso unsuccessfully appealed to the Argentine Federal Court, citing the habeas corpus right . [3]
