Lulzim Basha ( Alb. Lulzim Basha ; born June 12, 1974 , Tirana ) is an Albanian politician who served as mayor of Tirana , the capital of Albania, from 2011 to 2015 . He is also the leader of the Democratic Party , the main opposition party, since 2013 .

Prior to being elected Mayor of Tirana, Basha was twice elected as a Member of Parliament , representing Tirana ( 2005 - 2009 ) and Elbasan ( 2009 - 2011 ). During this period, he served as Minister of Public Works, Transport and Telecommunications ( 2005 - 2007 ), Minister of Foreign Affairs ( 2007 - 2009 ), and Minister of the Interior ( 2009 - 2011 ).
