Born in the family of a small employee. He graduated from the Tver gymnasium [1] . He studied at the St. Petersburg Mining Institute (did not graduate).
Revolutionary
Since 1911 - a member of the RSDLP (b) , in underground party work. In 1912-1914 - member of the St. Petersburg Committee of the RSDLP.
Party Leader
Since 1917, at party work in Petrograd , a member of the Petrograd City Committee of the RSDLP (b) —RKP (b). Since 1921 - Head of the Department of the Petrograd Provincial Committee of the RCP (B.), Deputy Secretary of the North-West Bureau of the Central Committee of the RCP (B.) . In 1924-1926 - Secretary of the Northwest Bureau of the RCP (b) —VKP (b), at the same time head of the organizational department of the Northwest Bureau of the RCP (b) —VKP (b).
Since 1926, in the apparatus of the Central Committee of the CPSU (b) . A participant in the struggle against the Trotsky-Zinoviev opposition . From March 1926 to January 1930 - head of the Organizational and Distribution Department of the Central Committee of the All-Union Communist Party of Bolsheviks. In January - November 1930, he was the head of the Distribution Department of the Central Committee, then the Department of Administrative, Economic and Trade Union Personnel of the Central Committee of the CPSU (B.). From December 1927 he was a member of the Organizing Bureau of the Central Committee of the CPSU (b) (until January 1934) and a candidate member of the Secretariat of the Central Committee of the CPSU (b) (until October 1932)
From November 1930 to February 1932 - Deputy Chairman of the Supreme Economic Council of the USSR - Head of the Personnel Sector of the Supreme Economic Council of the USSR. From February 1932 to 1935 - head of the personnel sector of the People's Commissariat of Heavy Industry of the USSR . Since 1935 - on responsible work in the apparatus of the Commission of Soviet Control at the Council of People's Commissars of the USSR .
In 1923-1927 - a candidate for membership in the Central Committee of the RCP (b) —VKP (b). In 1927-1934, a member of the Central Committee of the CPSU (b). Since 1934 - member of the Soviet Control Commission at the Council of People's Commissars of the USSR.
Arrest and death
Arrested on June 14, 1937 [1] . On June 28, 1937, by a resolution of the Politburo of the Central Committee of the CPSU (B.), He was removed from the Soviet Control Commission and expelled from the party. November 27, 1937 shot .
After Stalin's death , he was posthumously rehabilitated (July 17, 1956 ) and reinstated in the party.
Family
Wife - Sofya Aleksandrovna Doller (1887-1938, in her first marriage she was married to Gleb Bokiy ), from a family of Narodnaya Volya Alexander Doller (1860-1893) and Sofya Naumovna Shekhter (1856-1920).
The adopted daughter is Oksana Ivanovna Bokiy (1916-1938), the wife of the writer Leo Razgon .
