Born on November 6, 1936 in Shatura ( Moscow region ).

In absentia, graduated from the Moscow Polytechnic Institute named after I. M. Gubkin .

Over the years, he worked as a mining horn of a metallurgical plant, a planer at a heavy machine-building plant ( Elektrostal ), operator, chief engineer, director of the Shchelkovo underground gas storage, referent of the Chairman of the Council of Ministers of the USSR A.N. Kosygin .

1983-1991 - Deputy Head, Head of the Secretariat of the Deputy Chairman of the Council of Ministers of the USSR L. D. Ryabev

1992-1993 - Deputy Head of the Department for Capital Construction of the Gazprom State Concern

January-December 1993 - head of the apparatus of the Council of Ministers of the Russian Federation ( government of Chernomyrdin ).

January-November 1994 - Minister of the Russian Federation - Chief of Staff of the Government of the Russian Federation ( Chernomyrdin Government ).

1993-1995 - Deputy of the State Duma of the Federal Assembly of the Russian Federation of the first convocation (in the Orekhovo-Zuevsky single-member constituency), member of the New Regional Policy deputy group

Since 1996 - First Vice-President of AMO ZIL.
