Russian official. In 1906 he was appointed vice-president of Warsaw, then from July 1906 to April 26, 1909 - president (mayor) of Warsaw .
Heading the city administration, he went down in the history of Warsaw as the worst president of the Polish capital. His time was remembered by the dirt and general decline of the urban economy. In addition, under him, a number of contracts unfavorable for the city were concluded.
At Litvinsky on March 26, 1908, the first electric tram line was put into operation in Warsaw.
At the end of 1908, fraud was discovered in which President Litvinsky was involved.
In 1909 - resigned. In 1910, they were brought to court in St. Petersburg.
