Among the 8 buildings was the 2nd building, with headquarters in the city of Vinnitsa. The regiments of the corps were “Ukrainianized” in 1917 units of the Revolutionary Army of free Russia with the former officer cadre . [3]

On July 24, the Council of Ministers (Ukrainian Parliament of Ministers) of the Ukrainian state adopted the Law on General Military Duty and approved the Army Organization Plan prepared by the General Staff. The 8 corps that made up the backbone of the army were to be formed according to the territorial principle. Podolsky was to become the 2nd corps. [2] [5]

Units and military units were staffed with officers who had previously served in the Russian Imperial Army and the Revolutionary Army of free Russia .

On August 1, the Law on the Political and Legal Status of Employees of the Military Department was approved, which forbade them to be part of and take part in the work of any circles, partnerships, parties, unions, committees and other organizations of a political nature.

In the Western part of the Ukrainian lands that were previously part of the Austro-Hungarian Empire, an armed struggle for power began . As a result of the collapse of the Austrian monarchy, Western Ukraine, by decision of representatives of the Entente countries , was supposed to withdraw to Poland. To avoid Polish dependence, on November 1, Ukrainian soldiers of the Austro-Hungarian army, who were in the city of Lviv, raised an armed uprising, which began the "Ukrainian-Polish war." By order of the hetman P.P. Skoropadsky from the 3rd Odessa air division all the available aircraft were allocated and, under the leadership of the centurion Boris Huber, were sent to help the Lviv-Galicians. Following them, planes from the 2nd Podolsky Air Division were sent to Western Ukraine. Later, their personnel became the basis of the 1st and 2nd hundreds of aircraft of the Galician army.

The armed forces of the Ukrainian state consisted of 8 corps, which were also military districts: 1st Volyn , 2nd - Podolsky, 3rd - Odessa , 4th Kiev , 5th - Chernigov , 6th - Poltava 7th - Kharkov , 8th - Yekaterinoslav . The corps included infantry divisions from the 1st to the 16th. The corps included 54 infantry and 28 cavalry regiments, 48 field artillery regiments, 33 heavy artillery regiments, 4 horse artillery regiments. The armed forces had 4.5 cavalry divisions. The formation of formations and military units was carried out on a territorial basis. There were also the Guards Serdyuk Division, the Black Sea Flotilla, and the Marine Corps . The staff of the peacetime army was 75 generals, 14 930 foremen, 2 975 military officials, 291 121 sub-officers and Cossacks. The actual number of armed forces in November 1918 reached 60 thousand people. See also [3]

November 14, Hetman P.P. Skoropadsky proclaimed the Federation Act, by which he pledged to unite Ukraine with the future ( Bolshevik ) Russian state [6] .

On November 16, an uprising of the rebel movement led by the UPR Directory against the hetman P.P. Skoropadsky began, which was supported by the rebel troops of the Ukrainian state under the command of S.V. Petlyura . The Civil War dared yet another power.
