Mattarella Law ( Italian. Legge Mattarella ) - Italian mixed electoral system, built on a combination of proportional and majority principles. Established by the laws of August 4, 1993, No. 276 “The Procedure for Election of the Senate of the Republic ” ( Norme per l'Elezione del Senato della Repubblica ) and No. 277 “The New Procedure for Election of the Chamber of Deputies ” ( Nuove norme per l'Elezione della Camera dei deputati ); named for the main developer, representative of the Christian Democratic Party, Sergio Mattarella. Content
History
Laws 276 and 277 were adopted following on April 18, 1993 and replaced the in force since 1946 [2] .
The laws ceased with the entry into force on December 31, 2005 of the Calderoli Act .
General Provisions
- 75% of the seats of both chambers are dealt with as a result of voting in one round under the majority system
- 25% of the seats in the Senate are allocated to deputies from among the losers in the majority system, but receiving the most votes compared to other losers (the so-called mechanism);
- 25% of the seats in the Chamber of Deputies are engaged in the result of proportional voting on "closed" party lists (that is, without the possibility of voting for specific candidates from the list);
- in case of proportional voting in the Chamber of Deputies for party lists, a passing barrier of 4% is established.
Ratings
Political analyst Giovanni Sartori , who considered this attempt to introduce a mixed electoral system in Italy as illusory, called the electoral system by the name of its main creator Mattarellum [3] .
