Biography
After graduating from school in Bogota, he studied at Duke University in North Carolina, where he studied economics and history. In Paris, received a doctoral degree in business administration . After the end of his term as mayor of Bogota, he continued his studies in the United States, and on his return to Bogota, he ran for the presidency of Colombia.
Mayor of Bogota
Peñalosa ran for mayor of Bogota in 1991 and 1994. Won the 1997 election. Peñalosa became the third mayor in a series of reformers in the capital of Colombia: his predecessors managed to reduce the expenses of the city budget and democratize the management of the city. During his tenure in this post, Peñalosa created the Bogota Transmilenio public transport system with dedicated lanes for buses; removed cars from sidewalks, developed park, pedestrian and bicycle zones [1] . At the end of 2015, the length of bicycle lanes in Bogota was 300 kilometers [2] .
After the first term, Penalosa twice unsuccessfully ran for mayor of the Colombian capital. In October 2015, he won the election of the mayor of Bogota, receiving votes of 33 percent of the electorate and beat the former defense minister Rafael Pardo (28.5% of the votes) and left-wing candidate Klara Lopez (18%) in the election race [2] .
