Biography

Fred Mifflin was born and raised in Bonavista, Newfoundland. At 16, he went to study at the Royal Canadian Navy's Venture Naval College, which he graduated in 1956. He later continued his studies at Naval War College (1972) in Newport , Rhode Island and National Defense College (1981) in Kingston , Ontario. [3] His military career lasted 33 years, he worked on eight different ships, including the HMCS Saguenay , HMCS Skeena , Squadron (First Canadian Destroyer) [4] . Mifflin reached the rank of rear admiral, in 1985-1987 he served as commander of the Royal Canadian Navy [3] .

He left the fleet and took up politics [3] . In 1988, Mifflin became a member of the Canadian House of Commons, winning elections in the Bonavista-Trinity-Conception district, and on December 6, 1993, became parliamentary secretary for national security and veteran affairs. From January 25, 1996 to June 10, 1997, Mifflin was Minister of Fisheries and Oceans [5] in the government of Jean Chretien [6] , and after the 1997 elections, he was Minister for Veterans, remaining in this post until August 2, 1999 [5] . Miffin was expelled from the cabinet after it became known that he was not going to run in the next election [6] . After retiring from politics, he was director and treasurer of the Canadian Association of Former Parliamentarians. [3]

In 2011, Mifflin received the Dobert Handy Prize for his contribution to the development of maritime affairs at the national and international levels, in 2012 he became a knight-commander of the Order of St. George [3] .

Fred Mifflin died on October 5, 2013 in Ottawa. [3]
