Biography
In 1890 he joined the missionary organization Paris Society of Foreign Missions. June 30, 1895 was ordained a priest , after which he went on a mission to China.
On January 28, 1916, Pope Benedict XV appointed Jacques-Victor-Maurice Rushuz the Apostolic Vicar of Northwestern Sichuan and the titular bishop of Aegean . On October 1, 1916, the ordination of Jacques-Victor-Maurice Rouchous took place as bishop, which was performed by the general supervisor of the Paris Society of Overseas Missions the titular archbishop of Martianopolis Jean-Baptiste-Marie Bude-de-Gebria, accompanied by the Apostolic Vicar of Eastern Sichuan Apostolic Church of France and the Titular -Jose Chuvayon .
On April 4, 1946, Pope Pius XII converted the Apostolic Vicariate of Chengdu into the Diocese of Chengdu and Jacques-Victor-Maurice Heiep became its first bishop.
Died December 20, 1948 in Chengdu.
