History
The Spaso-Bardinsky Village Council was formed in 1918 by order of the Council of People's Commissars, the Council Center is the village of Spaso-Barda. The distance to the district center of the village of U-Kishert is 8 km. The Council consists of 7 settlements: with. Spaso-Barda, d.Gramolyata, Filled Poletaevo, Makaryata, Pyatkovo. On the budget of the Council: I library, leisure center, I incomplete secondary and I elementary schools, I kindergarten, I feldsher-midwife center.
From 1924 to 1930, the Spasobardino society was part of the Chernoyarsk volost.
In 1954, on the basis of the Decree of the Presidium of the Supreme Council of the RSFSR "On the enlargement of rural Soviets," the Serginsky Village Council was added to the Spaso-Bardinsky Village Council. In 1960, the villages of Pyatkovo and Kazarino were added to the Spas-Bardinsky Council (at present, the village of Kazarino does not exist).
In connection with the enlargement of the regions of the Perm Region from 1962 to 1965, the Spaso-Bardinsky Council was part of the Kungursky District, and from November 1965 it was again returned to the Kishertsky District.

In 1992, the name of the executive committee of the Spaso-Bardinsky Village Council of People's Deputies changed. In accordance with the Decree of the President of the RSFSR "On the procedure for the appointment of heads of administrations" dated 25. II 1991 No. 239, on March 3, by a resolution of the head of the administration of the Kishert district No. 39, the head of the administration of the Spaso-Bardinsky village council was appointed. From this moment, the executive and administrative body in part of the territory of the Kishert district is called the administration of the Spaso-Bardinsky village council.
The administration is a structural unit within the administration of the Kishert district and is accountable to it on issues of its activities. The authority of the administration is determined by the current legislation, the Charter of the Kishert district, the regulation on the administration of the village council, acts of the Zemsky Assembly of the district and the head of the district administration.
The administration of the village council is responsible for the comprehensive socio-economic development of the territory; development of housing and communal services; fiscal work; municipal property management; regulation of land relations.
The head of the administration of the village council exercises his powers on the basis of unity of command, ensures the implementation on the territory of the village council of decisions of local self-government bodies. The head of the administration is appointed by the district administrations in agreement with the Zemsky Assembly for a period of 4 years.

Ust-Kishert and consisting of settlements, the boundaries of which are determined by the Law of the Perm Region of November 10, 2004 No. 1723-350 "On the Approval of Borders and Granting the Status of Municipalities of the Kishert District of the Perm Region". The structure of the Ust-Kishertsky rural settlement includes the territories of the following settlements: s. Ust-Kishert, s. Seda, s. Spaso-Barda, d. Garino, Gramolata, Filled, Makaryata, Mahali, Low, Poletaevo, Pyatkovo, Salomatovo, Sergino, Frequent, Teal.
The structure of local governments of the Ust-Kyshertsky rural settlement is made up of:
-the representative body of the municipality - the Council of Deputies of the Ust-Kyshertsky rural settlement;
- The highest official of the municipality - the head of the Ust-Kyshertsky rural settlement - is elected by secret ballot from among the deputies of the Council of Deputies for a term of 3 years;
- The executive and administrative body of the municipality is the administration of the Ust-Kyshertsky rural settlement;
The head of the settlement administration is appointed by competition by the Council of Deputies of the rural settlement for a period of 3 years.
The powers of local authorities are determined by the Charter of the settlement.
