Biography
Born in March 1904 in the village of Novoselitsa, Khotyn uyezd, Bessarabsk province, in the family of the storekeeper (former peasant) Yakov Antonovich Gertsovsky. Ukrainian [3] . He graduated from the three classes of the parish school , then six classes of the gymnasium in the city of Odessa . He worked as a laborer, a fireman on the construction of the Vygoda – Dniester railway, and the Vygoda station [4] .

Member of the CPSU (b) since 1939. [4] .
Arrested on 03.10.53 [5] . Sentenced by the Supreme Military Council of the USSR 06.07.55 to 10 years in prison [6] .
As the head of the 1st special department, he “legalized” the criminal procedure, having established in his “regulations on internal prisons” that all complaints of those arrested “regardless of who they are addressed to” should be forwarded to the investigator investigating the case of this arrested person, which led to the mass concealment from the party-Soviet bodies of complaints of those arrested.
