Biography
From a Jewish family of bourgeois , non-partisan . He graduated from high school and 2 year of law faculty of Moscow University . In 1918-1920, the accountant - clerk of the NKVD of the RSFSR , the head of the 1st department of the estimated subdivision of the Finance Department of the NKVD of the RSFSR, the head of the estimated subdivision of the Finance Department of the NKVD of the RSFSR, and the inspector for operational and financial matters of the NKVD of the RSFSR. In 1921-1922, deputy head, head, in 1923-1930, part-time head of the Finance Department of the NKVD of the RSFSR. In 1921-1934, Head of the Finance Department of the Cheka-OGPU. In 1931-1932, head of the Finance Department of Belomorstroy OGPU, then head of the Finance Department of construction of the BAM . In 1934-1938, head of the Finance Department of the NKVD of the USSR. In 1938-1941, head of the Central Finance and Planning Department of the NKVD of the USSR. In 1938-1939 he was the head of the Central Finance Department, temporarily acting as head of the planning department of the People 's Commissar of the USSR . In 1940-1941, deputy chief of the GULAG of the NKVD of the USSR. In 1941-1943, head of the Central Finance and Planning Department of the NKVD of the USSR, and in 1943-1946 head of the Central Finance Department of the NKVD of the USSR. In 1946 he retired, in 1948 retired, died in Moscow in 1956. He was buried in the Donskoy cemetery .
