History

The system of state awards of independent Georgia began to take shape in 1992, when the Law on the Establishment of State Awards of Georgia established two general civil orders, David Agmashenebeli and Honor, and the military order of Vakhtang Gorgasal [1] . In 1998, the Golden Fleece Order was established to award foreign citizens.

The subsequent expansion of the award system of Georgia took place in 2004, when the Order of Victory named after him was established. St. George and the highest degree of distinction - the title of National Hero of Georgia [2] , and in 2009, when three new orders were established at once - Queen Tamara (exclusively for women), Radiance and St. Nicholas [3] .

Also in the system of state awards of Georgia there are three medals: “For military courage”, “For military merits” and Honors.

Presentation for state awards of Georgia is possible only for specific merits. Awarding for length of service or to the anniversary date is not allowed [4] .

The institutions in which the awarded persons work, or the bodies in whose jurisdiction they reside, can apply for Georgia’s state awards. An application for the award of persons residing abroad is filed with the Ministry of Foreign Affairs of Georgia. Presentations for awards, on applications, are carried out by heads of state bodies, from the chairman of the Parliament of Georgia and the prime minister, to the mayor of Tbilisi or the heads of a legal entity of public law based on state property. Award sheets are submitted for consideration to the Administration of the President of Georgia , from where they are received for the signature of the president. The president may also award at his own discretion [4] .

Posthumous awarding of state awards of Georgia is provided

On July 31, 2009, the “Regulation on State Awards of Georgia - Orders and Medals” was approved, which recorded the current state of the system of state awards of Georgia [5] .

Georgian citizens awarded state prizes are entitled to one-time cash prizes. Thus, a prize in the amount of 500 minimum wages is awarded to a person awarded the title of National Hero, and 20 minimum wages are awarded to a holder of the Order of Honor [6] . Cavaliers of the orders of David Agmashenebeli and Vakhtang Gorgasal enjoy the right of free travel in public transport and free compulsory medical insurance [7] .

The deprivation of a state award may be carried out only by decision of the President of Georgia, for cases of abusive behavior of the awarded with respect to the award or in the case of committing a crime under the Criminal Code of Georgia [4] .

The appearance of the first Georgian awards is framed using traditional Georgian ornaments. Sketches of orders and medals established in 1992 were created in 1993 by the honored artist of Georgia, the artist Emir Burjanadze, and the honored architect of Georgia, artist-designer Georgy Avsadzhanishvili [8] . A sketch of the Order of the Golden Fleece was created in 1997 by the artist Mamuka Gongadze and the heraldist Mamuka Tsuriumia [9] . Over time, there has been a departure from the traditional Georgian medal art. The design of the awards, established in 2009, traces the influence of Western European faleristics.
