Biography
Orthodox. The landowner of Lutsk district (1680 acres , including the acquired estate near the village of Korshev ), the landowner of the city of Kiev (the acquired house with a manor worth 140 thousand rubles).
He studied at the Kursk Theological Seminary , but did not finish the course. Then he passed the exam for the title of teacher of arithmetic and geometry at the county school, listened to lectures at the law faculty of Kharkov University .
In 1863-1867 he was a teacher at the Lgovsk district school. In 1867, he was appointed acting mediator of the 3rd section of the Lutsk district, in 1870 - transferred to the 2nd section, and in 1875 - to the 1st section. In 1872-1875 he served as the Lutsk district leader of the nobility .
In 1881-1889 he was elected Lutsk mayor. In 1890 he was elected a district magistrate, and in 1896-1905 he was chairman of the congress of magistrates of the district. For several three years he was an honorary magistrate of the Lutsk judicial-world okrug.
In addition, he was an honorary teacher, honorary trustee of the one-class public school founded by him in Korshev (since 1875) and the Lutsk City Hospital (since 1884), as well as the director of the Lutsk County Prison Department (since 1893).
In 1904 he retired, having risen to the rank of full state councilor (1903). He was appointed, and after the introduction of the zemstvo in the Western Territory , he was elected the vowel of the Lutsk district and Volyn provincial zemstvos . He set up an exemplary farm on his estate. He was a member of the Bessarabian party of the center, and then the All-Russian National Union . He was a member of the revision committee of the ANS (1908-1916) [1] .
In February 1907 he was elected a member of the II State Duma from the Volyn province. He was a member of the Union of October 17 faction and a group of right and moderate. He spoke on the agrarian question: he argued that the compulsory alienation of privately owned lands would lead to economic losses and a social crisis.
In October 1907 he was elected a member of the III State Duma from the Volyn province. He was a member of the moderate-right faction, from the 3rd session - in the Russian national faction. He was a member of the commissions: administrative, on request, agricultural and on measures to combat alcoholism.
In October 1909, he participated in the West Russian Congress in Kiev, organized by the Kiev Club of Russian Nationalists .
In the elections to the IV State Duma, he was an elector in Lutsk district from the Russian branch of the congress of landowners. On July 4, 1913, he was elected instead of G.E. Rein from the Congress of Landowners in the by-elections. He was a member of the faction of Russian nationalists and moderate right (FNUP), after its split in August 1915 - in the group of supporters P.N.Balashov . He was a member of the commissions: on request, administrative, agricultural and food.
During the First World War, he represented the Duma in a Special Meeting to discuss and combine food business events.
He died in 1916 from pneumonia.
