Biography
Franz Adamovich Klintsevich was born on June 15, 1957 in the village of Kreivantsy, Oshmyany ( Grodno region , Belorussian SSR ). In 1972 he graduated from the Krevantsevsky rural eight-year school, in 1974 - from the secondary school No. 1 of Oshmyany.
From December 15, 1974 to January 24, 1975 he worked as a teacher of drawing, labor and physical education at the Krevantsevsky rural eight-year school.
In 1975-1997 he was in active service in the ranks of the Armed Forces, reserve colonel . He served in the Airborne Forces .
In 1975, he was called up for service in the Armed Forces of the USSR and sent to the reconnaissance battalion of the garrison of the military town of Pechi in Borisov . In 1976 he was sent to the Sverdlovsk Higher Military-Political Tank-Artillery School , which he graduated in 1980 and was assigned to serve in the Lithuanian city of Alytus - this is only a hundred kilometers from the house [2] . A lobbying scandal is connected with Klintsevich - the Voronenkov-Novikov case . Further, according to Trostentsov, Voronenkov constantly demanded money for transfer to Gryzlov and Klintsevich and raised 150 thousand dollars from the businessman [3] . The businessman managed to reach Klintsevich, who advised him to write a statement to law enforcement agencies [3] . For transfer to Voronenkov and Novikov, law enforcement officers prepared special “labeled” banknotes in the amount of 10 thousand dollars and detained both in 2001 when Yevgeny Trostentsov was directly transferred to them [3] . Concerning Voronenkov and Novikov, a criminal case was opened under the article “ Extortion ” [3] . However, soon the case fell apart. The prosecutor’s office refused to give consent to the detention of both suspects and terminated the criminal case against them, believing that the funds transferred were the return of Trostentsov’s debt to Voronenkov and Novikov [3] . Moreover, the head of the Central Regional Office for Combating Organized Crime of the Ministry of Internal Affairs of Russia, Colonel Mikhail Ignatov, who led the case, was himself accused of extorting a bribe from Elena Tchaikovsky (mother of Igor Novikov) for the release of her son [4] . The victims were Voronenkov and Novikov [3] . Although the Moscow City Court acquitted Ignatov on the episode of extorting a bribe, the colonel spent more than 2 years in a pre-trial detention center before his sentence [4] . 10 thousand "tagged" dollars disappeared [3] . Evgeny Trostentsov was forced to flee abroad, where he was until the criminal case brought against him was closed for lack of corpus delicti [3] . As for Denis Voronenkov, he made a career - in 2011 he became a deputy of the State Duma of Russia, elected on the party list of the Communist Party [3] .

In December 2007, he was elected to the State Duma of the Federal Assembly of the Russian Federation of the V convocation . In the State Duma of the V convocation, he was appointed First Deputy Chairman of the Veterans Affairs Committee.
Since 2008 - Chairman of the Central Coordinating Council of United Russia Party Supporters, Head of the Chechen Republican Branch of United Russia Party.
In September 2011 he entered the list of candidates for deputies of the State Duma, nominated by the United Russia party in the elections to the State Duma of the 6th convocation . He ran for the Smolensk region, was the first in the list of four candidates [8] . According to the results of the elections held on December 4, 2011, United Russia gained 36.23% in the Smolensk region and only Klintsevich received a deputy mandate from United Russia. After the election, he said: “Our victory on Smolensk land is absolutely justified, lawful, worthy” [9] .
In the State Duma of the VI convocation, Klintsevich was appointed deputy chairman of the defense committee. He was also a member of the commission on legal support for the development of organizations of the military-industrial complex of the Russian Federation.
In 2012, Klintsevich announced his intention to buy Hitler’s house for more than 2 million euros in order to demolish it later [10] .
December 24, 2014 took the initiative to review the decision of the Congress of People's Deputies of the USSR of 1989, condemning the decision to send Soviet troops to Afghanistan [11] .
On December 28, 2014, he announced that he intends to offer arms supplies to the self-proclaimed Donetsk and Lugansk people's republics if the United States begins arms deliveries to Ukraine [12] .
Member of the Federation Council
By the decree of the governor of Smolensk region Alexey Ostrovsky on September 28, 2015 he was appointed a member of the Federation Council - representative of the administration of the Smolensk region .

On February 13, 2018, the Federation Council Committee on Defense and Security granted the statement of Franz Klintsevich on the resignation of the first deputy chairman. The Vedomosti newspaper linked the incident with the Russian Ministry of Defense’s dissatisfaction with the politician’s comments, which did not always reflect the official line of the department, and sometimes harmed it [18] . In particular, Klintsevich called the annexation of Crimea to Russia a hasty and short-sighted decision that violated international law, because of which "our descendants will have to pay a long price for this" [19] .
Legislative Initiatives
In February 2015, he was a co-author of the amendments authorizing the submission of the summons for military service by registered letters and the prohibition of five-year evasion of military service from leaving the country, enrolling in the civil service and working in municipal authorities (in October 2014, the Constitutional Court of the Russian Federation declared an unlimited constitutional ban to replace government duties with citizens who, for no good reason, have evaded conscription service [20] ). The amendments received the initial approval of the defense committee and the support of the government of the Russian Federation, however, in the subsequent version, the part on registered letters disappeared. In July 2017, a modified document (a ten-year ban was introduced) was adopted by the State Duma and signed by President Vladimir Putin [20] [21] [22] .
In May 2017, he became a co-author of a package of bills designed to change the order of service in the armed forces of the Russian Federation. Among the innovations: to allow fathers of many children and the military retired for two years from the time of dismissal voluntarily enter the army reserve, to secure the conduct of professional psychological selection upon conscription, as well as the distribution of summons by draft by registered letter (it will be considered valid when delivered personally at home or in post office, as well as "authorized representatives" (to which parents do not belong - according to the Family Code they are considered "legal representatives [23] ")) and by email [24] . In late May, the law was returned to its authors by the State Duma Defense Committee because of the need to obtain a government opinion (since the bill requires expenses from the federal budget [25] ).
Scandals
In June 2016, the Ruzsky District Court ordered Klintsevich to pay 285 thousand rubles to the public organization " Disabled War ", which cost her the stay of a politician with his relatives at the Center for Rehabilitation Therapy for International Warriors named after M. A. Likhodey ("Russia"). During their stay in the sanatorium in December 2014, the Klintsevichi stayed there for free, promising to provide doctor’s recommendations later (a condition for free service), without further sending money or referrals [26] . Money was recovered with the help of the court [27] . On June 27, 2017, the Supreme Court quashed the decision of the Ruzsky district court and the determination of the Moscow regional court as handed down in violation of procedural and substantive law.
The Kommersant newspaper emphasized that the most high-profile conflict with which Franz Klintsevich was associated was his dispute with the head of the organization of the disabled in the war in Afghanistan, Andrei Chepurny. In April 2017, Mr. Chepurnoy complained to President Vladimir Putin of “numerous checks,” allegedly initiated by Franz Klintsevich. At the same time, Mr. Chepurnoy claimed that the senator sent him a letter in which he hinted at his relations with State Duma Speaker Vyacheslav Volodin , whom he allegedly called the “successor to the president.” Mr. Klintsevich said that he had not sent “any letters indicating the successor to the president,” and called the letters “fakes.” The speaker’s circle then distanced themselves from the scandal, calling both debaters “shell-shocked” [28] .
On February 7, 2018, in an interview with Interfax , Klintsevich stated that Syrian special forces were at the crash site of the wreckage of the Russian Su-25SM attack aircraft shot down by radical Islamists in Idlib province [29] . “Since the special forces are located at the place of the pilot’s death, he has debris at his disposal,” he said then, adding that, according to unofficial information, the plane was shot down from Igla MANPADS . On the same day, RIA Novosti denied Klintsevich’s statements, quoting an unnamed senior official in the Russian military: “Verbose statements from outside, which have nothing to do with reality, only harm, and do not help the cause” [30] .
