The son of Major-General Alexander I. Neplyuev . He served in the Life Guards Izmailovsky Regiment : in 1762 an ensign, in 1764 a second lieutenant, in 1766 a lieutenant, in 1769 a lieutenant captain, in 1771 a captain, and from 1772 a colonel.
In 1773-1779 he served in the Little Russian College . February 13, 1779 he was appointed the first chairman of the Criminal Chamber of the Oryol governorship .
