Nothing is known about the life of the Observe. It is believed that he lived in the 4th century . Theodor Mommsen suggested that Obschevent was a Christian, but now, on the contrary, it is believed that Julius was a pagan, and his book is a reflection of the religious polemic of the 4th century [2] .

The only surviving essay's writings - “On miraculous phenomena” ( lat. Prodigiorum liber or Liber de prodigiis ) - is a listing of all the omens in Roman history [3] and is based on the information “History from the founding of the city” by Titus Livius . Most likely, Obsvent used no longer the original text of the work of Livius, but some abbreviation [4] , which is conditionally called Chronicon [2] . Of special interest "On miraculous phenomena" is due to the fact that the books of Libya, describing the events of the late II-I centuries BC. e., not preserved. Abbreviations of the Obsvent contain some information about the events of 190-12 BC. e [5] .

The manuscripts of the work of the Obsvent are still not preserved, but they existed at the beginning of the 16th century . According to one of them in Venice in 1508, "On miraculous phenomena" was published by the famous book printer Ald Manutius [2] .
